III Population of Commuting Employed Persons and Persons Attending Schools
The population of commuting employed persons and persons attending schools aged 15 and over was 62.11 million. The ratio of commuting employed persons and persons attending schools traveling to other municipalities within prefectures is rising.
- Of employed persons and persons attending schools aged 15 and over (70.89 millions), commuting employed persons and persons attending schools other than those working at home numbered 62.11 million, representing a decline of 1.37 million or 2.2 percent from 1995 (63.48 million), of which 31.76 million (44.8 percent of employed persons and persons attending schools) have their place of work or schooling in their own municipalities, while those who have their place of work or schooling in other municipalities within their own prefectures number 24.43 million (34.5 percent), and those who have their place of work or schooling in other prefectures number 5.91 million (8.3 percent), representing a decline of 3.1 percent, 0.3 percent, and 4.5 percent, respectively. The ratio of commuting employed persons and persons attending schools within their own municipality declined to 44.8 percent from 44.9 percent in 1995, and the ratio of those commuting employed persons and persons attending schools traveling to other prefectures also dropped to 8.3 percent from 8.5 percent. In contrast, the ratio of commuting employed persons and persons attending schools traveling to other municipalities within their own prefectures rose to 34.5 percent from 33.6 percent. The ratio of employed persons commuting to other municipalities is higher for males than females.
- Of employed persons aged 15 and over, the ratio of those who have their place of work in other municipalities is 47.3 percent for males and 33.9 percent for females. The ratio of "other municipalities" is higher for males than females.
A breakdown of this ratio by age group shows that the ratio is over 40 percent for each age group between the ages of 20 and 59, and in particular, exceeds 50 percent for each age group between ages 25 and 44.
On the other hand, for females, the ratio of "other municipalities" is over 50 percent for each age group between the ages of 20 and 29, but beyond 30, the ratio declines with advancing age. For those aged 60 and over, the ratio of "within their own municipalities including their own homes" exceeds 80 percent.

The majority of employed persons engaged in the "Finance and insurance," "Electricity, gas, heat supply and water," and "Transport and communications" sectors are working in other municipalities.
- A breakdown of the ratio of employed persons by industry and place of work shows that each of the primary industries had the highest ratio for "working at home," and in particular, the ratio was 84.9 percent in "Agriculture". In each of the secondary industries, the ratio of employed persons commuting within their own municipalities is high at around 50 percent, with "Mining" at 57.8 percent. In each of the tertiary industries, the ratio of employed persons commuting to other municipalities is high, as observed in "Finance and insurance" at 60.8 percent, "Electricity, gas, heat supply and water" at 56.1 percent, and "Transport and communications" at 55.4 percent. This shows that commuting distance is longer in secondary than in primary industries, and longer in tertiary than in secondary.

The number of employed persons and persons attending schools who are commuting to other municipalities is a majority in six prefectures including Kanagawa and Saitama.
- A breakdown of the ratio of employed persons and persons attending schools, aged 15 and over, by place of work or schooling and by prefecture shows that those who commute to other municipalities for work and attending schools make up a majority in the prefectures of Kanagawa, Saitama, Tokyo, Chiba, Nara and Osaka. On the other hand, in 23 prefectures including Oita, Aomori, Kagoshima, Ehime and Miyazaki, the ratio of the category of "within their own municipalities including their own homes" is over 70 percent.
