(1) Number of Establishments and Persons Engaged by Prefecture
The number of establishments decreased in all prefectures, while the number of persons engaged increased in four prefectures.
By prefecture, the number of establishments decreased in all prefectures, such as by 11.5 % in Osaka, 11.2 % in Ehime, and 9.5 % in Kyoto.
The number of persons engaged increased in Okinawa by 4.5 %, Aichi by 2.0%, Tokyo by 1.1 % and Saitama by 0.4 %, while it decreased in the other prefectures such as in Aomori by 8.6 %, and in Ehime and Kochi (by 7.9 %) (Fig. I-15).

In Medical, Health Care and Welfare the number of establishments and persons engaged both increased in all prefectures.
Compared with 2001, the number of establishments in Medical, Health Care and Welfare by prefecture increased by more than 10 % in all prefectures. Prefectures with a higher rate of increase are Miyagi (by 25.1 %), Kanagawa (by 24.6 %), Saitama (by 24.3 %) and so on.
The number of establishments in Services, N.E.C. decreased in all prefectures except 10 prefectures such as Okinawa (increased by 5.2 %), Hyogo (by 2.8 %) and Nara (by 2.4 %).
The number of establishments in Eating and Drinking, Accommodations decreased in all prefectures except in Okinawa (increased by 3.2 %) (Fig. I-16).

By major industrial group and prefecture, the number of persons engaged in Medical, Health Care and Welfare increased more than 10 % in all prefectures compared with 2001.. It particularly increased in Kanagawa (by 32.1 %), Nara (by 30.9 %) and Saitama (by 30.3 %), as was the case of establishments.
The same number in Services, N.E.C. decreased in seven prefectures such as Kochi (by 7.4 %), Tottori (by 5.6 %) and Wakayama (by 4.0 %), but increased in the other prefectures.
The same number in Eating and Drinking Places, Accommodations increased in four prefectures: Okinawa (by 7.2 %), Nara (3.5 %), Hiroshima (1.1 %) and Kagoshima (0.8%), but decreased in the other prefectures (Fig. I-17).

(2) Number of New Establishments and Closed Establishments by Prefecture
Okinawa showed a high rate of opening and closures.
Concerning the opening rate of private establishments by prefecture, Okinawa showed the highest at 34.7%, followed by Tokyo at 27.9%, Hyogo at 25.3 % and so on.
Concerning the closure rate, Okinawa also showed the highest at 35.4 %, followed by Tokyo at 33.7 %, Osaka at 33.2 %, and others (Table I-28).

(3) Number of Establishments and Persons Engaged by Municipality
The number of establishments increased in about 10 % of municipalities, while that of persons engaged increased in about 20 %.
Compared with 2001, the number of establishments by municipality increased in 236 municipalities, accounting for 12.1 % of 1,953 municipalities. Among the municipalities with more than 10,000 persons engaged, the rate of increase of establishments was the highest in Kikuyo-machi, Kumamoto at 30.1 %, followed by Tomiya-machi, Miyagi at 28.0 %, Iwade-shi, Wakayama at 20.9 %, and others (Table I-29).

Compared with 2001, the number of persons engaged by municipality increased in 446, or 22.8 % of 1,953 municipalities. Among municipalities with more than 10,000 persons engaged, the rate of increase was the highest in Kikuyo-machi, Kumamoto at 53.8 %, followed by Tomiya-machi, Miyagi at 40.5 %, Inzai-shi, Chiba at 36.9 %, and others (Table I-30).

(4) Composition Ratio by Industry
The composition ratio of the number of establishments by major industrial group is as follows:
Among municipalities with more than 10,000 persons engaged, the percentage of establishments in Eating and Drinking Places, Accommodations to all industries was the highest in Higashiyama-ku, Kyoto-shi at 46.8 %, followed by Hakone-machi, Kanagawa at 44.2 %, Kawaguchiko-machi, Yamanashi at 32.6 %, and others (Table I-31).

Among municipalities with more than 10,000 persons engaged, the composition ratio of establishments in Wholesale and Retail Trade to all industries was the highest in Wakabayashi-ku, Sendai-shi at 38.9 %, followed by Naniwa-ku, Osaka-shi at 38.5 %, Fukushima-ku, Osaka-shi at 37.5 %, and others (Table I-32).

Among municipalities with more than 10,000 persons engaged, the percentage of establishments in Manufacturing among all industries was the highest in Yosano-cho, Kyoto at 48.8 %, followed by Kyotango-shi, Kyoto at 39.1 %, Tsubame-shi, Niigata at 38.1 %, and others (Table I-33).
