Family Income and Expenditure Survey (Fundamental Statistical Survey) The Family Income and Expenditure This chapter presents statistics on the income and expenditure of households, savings and liabilities, assets and liabilities, etc. Survey (FIES) is conducted by the Statistics Bureau of the Ministry of Internal Affairs and Communications to grasp the actual conditions of household income and expenditures in the lives of the citizenry in order to provide basic data for social and economic policymaking. About 9,000 households in 168 municipalities are selected randomly by statistical extraction methods from appropriate households for the survey. The survey unit includes households throughout Japan. However, the following households are excluded from the survey due to the difficulty of accurately measuring their income and expenditures as a household. a. One-person student households b. Inpatients in hospitals, inmates of reformatory institutions, etc. c. Households which manage restaurants, hotels, boarding houses or dormitories sharing their dwellings d. Households which serve meals to the boarders even though not managing boarding houses as an occupation e. Households with 4 or more living-in employees f. Households whose heads are absent for a long time (three months or more) g. Foreigner households Moreover, regarding the samples, each two-or-more-person household is surveyed for six consecutive months and each one-person household for three consecutive months, and then the sample households are rotated. Consumption Trend Index The Consumption Trend Index (CTI) is a reference indicator as data for analysis under development by the Statistics Bureau of the Ministry of Internal Affairs and Communications that complements the results of Family Income and Expenditure Survey and captures trends in the whole consumption. While absorbing the household consumption index, it estimates the trend of the total amount of average consumption of households and the final consumption expenditure of household in the current month including one-person households. The Consumption Trend Index (CTI) is composed of two series, the household consumption trend index (CTI Micro) and the total consumption trend index (CTI Macro). Starting in July 2021, 2020-base revisions were made to set the base year as 2020. National Survey of Family Income, Consumption and Wealth (Fundamental Statistical Survey) This survey has been conducted every five years since 1959 for the purpose of investigating family consumption, income, assets and liabilities, and is conducted by the Statistics Bureau, Ministry of Internal Affairs and Communications. The thirteenth survey was conducted in 2019 with comprehensive improvements. This survey was renamed from the National Survey of Family Income and Expenditure conducted before 2014. The 2019 survey was conducted over the two months of October and November 2019 and covers about 90,000 households randomly selected throughout Japan. Following households were excluded from the target of the survey, because of the difficulty of measuring correctly the income and expenditures as a household. a.
