Indices of Tertiary Industry Activity The Indices of Tertiary Industry Activity have been compiled and released by the Ministry of Economy, Trade and Industry (METI) from 1978, aiming at comprehensively grasping the production activity of businesses belonging to the tertiary industry by a unified method. etc.) in the establishment or enterprise, etc. The sales (income) are including cost such as purchase amount and salary and total income from all operations of the establishment or enterprise, etc. However, nonbusiness interest and dividend income, such as those accrued from deposits and securities, nonbusiness income gained from the sale of securities or properties such as land and buildings, and borrowing are excluded. Postal services Postal services in Japan are provided by Japan Post Co., Ltd. in accordance with the Postal Act. Data shown in this Yearbook are derived from the data compiled by Japan Post Co., Ltd. The mail handled by Japan Post Co., Ltd. is composed of letter mail and parcel post. Letter mail consists of domestic and international, with the domestic mail composed of ordinary and special (i.e., registered, express mail, delivery recorded) mail. Parcel post consists of Yu-Pack for ordinary parcels and Yu-Mail for printed matter. The indices are calculated by taking the averages of service production activity index series of individual businesses using weights obtained from added values of the Input-Output Table of the base year (Laspeyres-formula). The base year for the current indices is 2015. While the indices cover businesses belonging to one of 13 major industry categories following the Japan Standard Industrial Classification (rev. 13; hereinafter referred to as JSIC) as indicated below, industry classification of the 2015 base indices follows 11 major industry categories obtained through the partial reclassification of the JSIC. In addition, the indices, following the 13 major industry categories based on the JSIC, have been published as a reference series by METI.
