Survey on Building Construction With the enforcement of the Building Standard Act in 1950, notification by the owner-to-be is required prior to the start of the new construction of a building; similarly, notification of the removal of a building is to be provided by the remover prior to the start of the work; and any building which was destroyed or damaged by disaster is to be reported by the head of the shi (city), ku (ward), machi (town) or mura (village), to the relevant prefectural governor (excluding any cases with a floor area of 10 square metres or less). Survey on Construction Works (Fundamental Statistical Survey) This survey has been conducted since 1955 by the Ministry of Land, Infrastructure, Transport and Tourism to clarify actual conditions of construction works and construction industry. The survey is composed of "Statistics on Construction Undertaken" and "Current Survey of Orders Received for Construction". The survey is scheduled to be conducted as of the end of each month and covers construction work undertaken in Japan by approximately 12,000 contractors selected from contractors with completed construction work in the fiscal year two years before the survey was conducted amounting to 100 million yen or more, according to the scale of the amount of completed work in the Statistics on Construction Undertaken. The results of the survey are restored (population estimation) to the total number of licensed construction companies. The restored population is a list of licensed construction contractors as of the end of the fiscal year two years before the survey was conducted. The estimation method was changed in April 2021. This population is supplemented with the inverse of the sampling rate determined for each sample, the inverse of the collection rate from the Current Survey of Orders Received for Construction, and the missing values of non-respondents from the Statistics on Construction Undertaken (supplemented using information from administrative records (results of management examination), with the remainder then supplemented via weighting based on the results of checking against the Economic Census). Population estimates are calculated (restored) by multiplying the survey results for each sample by a multiplier based on the missing value completion method for non-respondents in the Statistics on Construction Undertaken. Statistics on Construction Undertaken The survey is aimed at contributing to economic policy, building administration, etc. by clarifying the actual state of the construction industry and construction activities. This survey covers the main offices of constructors licensed by the Minister for Land, Infrastructure, Transport and Tourism or the prefectural governor in accordance with the Construction Industry Law; among which those with a capital or a subscription of 30 million yen or more, pavement, sheet-metal work and water-well drilling are all surveyed, and other constructors licensed by a prefectural governor are classified based on the stratification by capital and industry, and constructors extracted by setting the extraction rate by each stratum shall become objectives. The term of the survey is one year, ending on 31 March of the following year or the nearest fiscal year end date before that. Current Survey of Orders Received for Construction The purpose of this survey is to obtain basic data for construction administration, etc. by ascertaining details of construction orders and the amount of orders received from public institutions and the private sector in detail by orderer, industry, type of construction and region. Current Survey of Orders Received for Construction (Big 50 Constructors) The survey has been conducted every month since April 1985 by the Ministry of Land, Infrastructure, Transport and Tourism with the aim to clarify the investment activities of enterprises as well as trends in business activities.
