CHAPTER 15 SERVICES INDUSTRY
This chapter contains statistics on service industries, postal services and Indices of tertiary industry activity. Data are derived from "Monthly Survey on Service Industries" by the Statistics Bureau, Ministry of Internal Affairs and Communications, Disclosure report by Japan Post Holdings Co.,Ltd.,?Indices of Tertiary Industry Activity? by the Ministry of Economy. Monthly Survey on Service Industries
This survey has been conducted monthly from July 2008 with the aim to grasp the movement of production and employment of whole service industries, and to enhance the accuracy of economic indicators such as Quarterly Estimates (QE) of GDP. The survey covers establishments, enterprises, etc. in Japan selected based on statistical methods from those whose main industry is included in service (tertiary) industries.

Sales(Income)
Receipts (including indirect tax, such as consumption tax) for supply of services etc. at the establishment, enterprises, etc. and include the costs such as purchase of goods and salary. However, such revenue from non-business operations as interest, dividend, sales of land and buildings, borrowing are excluded. For statistics on the sales, both tables compiled using establishments, enterprises, etc. as units and those compiled by business activities are available.
Persons working at the location of establishment
Persons actually working at establishments surveyed, including dispatched or temporarily transferred employees from other enterprise etc. and working at the establishment, enterprises, etc. surveyed, and excluding dispatched or temporarily transferred employees to other enterprises etc.
Postal services
Postal services in Japan are provided by Japan Post Co., Ltd. in accordance with the Postal Act. Data shown in this Yearbook are derived from "Annual Statistical Report on Postal Administration" compiled by the former Japan Post, in addition to the data compiled by Japan Post Co., Ltd.
The mails handled by Japan Post Co., Ltd. are composed of letter mail and parcel post. The letter mail consists of domestic and international, and the domestic mail is composed of special (i.e., registered, acceptance time recorded, delivery recorded) and ordinary ones. The ordinary letters and parcels are classified into four classes. The first class refers to sealed letters, postal letters, etc.; the second class, postcards; the third class, newspapers, magazines, etc. approved as such; and the fourth class, materials for correspondence courses, braille letters, seeds, scientific publications, etc. The parcel post consists of Yu-Pack for ordinary parcels and Yu-Mail for printed matter.
Indices of tertiary industry activity
The Indices of Tertiary Industry Activity have been compiled and released by the Ministry of Economy, Trade and Industry from 1978, aiming at comprehensively grasping the activity statuses of businesses belonging to the service sector by a unified method.
The indices are calculated through taking averages of service production activity index series of individual business using weights obtained from added values of the Input-Output Table of the base year (Laspeyres-type).
The base year for the current indices is 2005. The indices, in principle following Japan Standard Industrial Classification (rev. 12), cover businesses belonging to one of 13 major groups which consist of ?F. Electricity, Gas, Heat supply and Water?, ?I. Wholesale and Retail Trade?, ?J. Finance and Insurance? and ?Q. Compound Services? in addition to the categories ?G.? to ?R.? in the above table. However, the name of ?O. Education, Learning Support? is changed to ?Learning Support?, and ?Education? is covered under the indices of ?Government services etc.? Further, excluding businesses of government services and those treated as government services from ?R. Services, n.e.c.?, the name of ?R.? is changed to ?R. Services (excluding government services etc.)?.
