The section on disasters contains statistics on natural disasters, such as typhoons, heavy rain, and earthquakes, and on fires and industrial injuries. The section on accidents contains statistics on road traffic accidents, railway accidents, marine accidents, and electric accidents. White Paper on Fire Service The White Paper on Fire Service is published by the Fire and Disaster Management Agency to be widely used in establishing a comprehensive fire-fighting and disaster prevention system that includes not only the national and local governments but also residents and enterprises. In addition to the development of fire fighting and disaster prevention systems based on recent large-scale natural disasters, it also publishes news topics from the survey year. This chapter covers the damage caused by natural disasters, number of firefighters and Fire vehicles, etc. Annual Report on Fires The Annual Report on Fires is compiled from fire reports by municipalities according to the "Fire Report Handling Procedure" based on Article 40 of the Fire and Disaster Management Organisation Act and submitted through prefectures. It is published by the Fire and Disaster Management Agency for the purpose of contributing to future fire prevention by analysing fire trends. Report on the Occurrence of Industrial Accidents Report on the Occurrence of Industrial Accidents is published by the Ministry of Health, Labour and Welfare for the purpose of identifying the occurrence of accidents resulting in death or injury (fatal accidents and accidents resulting in death or injury requiring absence from work of four or more days) and fatal accidents and providing basic data for occupational safety and health administration. Fatal Accident Report A Fatal Accident Report is prepared when the labor standards office with administrative jurisdiction grasps a fatal industrial accident through an investigation, triggered by a report of a worker casualty, etc. Among fatal accidents that occurred during the period from 1 January to 31 December, figures compiled by the compilation date in April of the following year are published as finalised figures. Worker Deaths, Injuries and Illness Reports The Report of Worker Deaths, Injuries and Illness is a compilation of the number of deaths and injuries requiring four or more days of absence from work, as ascertained from "Reports of Worker Casualties (Form No. 23)" submitted by employers to the labour standards office with administrative jurisdiction. Among deaths and injuries requiring four or more days of absence from work that occurred during the period from 1 January to 31 December, figures compiled by the compilation date in April of the following year are published as finalised figures. When a worker has died or taken absence from work due to an industrial accident or injury, suffocation, or acute poisoning during work or in the workplace or in an attached building, the employer must submit a report using Form No. 23 to the Chief of the labour standards office with administrative jurisdiction without delay. Traffic Accident Information The Traffic Accident Information are official statistics based on data reported by the prefectural police, which cover accidents that occurred on the roads prescribed in Article 2, paragraph 1, item 1 of the
