630 25 教育the Ministry of Education, Culture, Sports, Science and Technology since 1949 with the aim of clarifying the actual state of expenses disbursed along with tuition fees and other income received by local governments for school education, social education, lifelong learning, and educational administration, as well as the actual organisational state of local educational administrative organisations, and obtaining basic data for studying and formulating educational policies through the national and local governments. The survey consists of a survey on local education expenditure conducted every year and a survey on educational administration conducted every other year. This chapter covers the results of the survey on local education expenditure. The survey on local education expenditure includes prefectural kindergartens, integrated centres for early childhood education and care, elementary schools, lower secondary schools, compulsory education schools, special needs education, upper secondary schools, secondary schools, specialized training colleges, miscellaneous schools, colleges of technology (excluding those established by public university corporations), and boards of education and covers the fiscal year preceding the one in which the survey is conducted. Survey of Household Expenditure for Children's Education This survey has been conducted by the Ministry of Education, Culture, Sports, Science and Technology every other year since 1994 for the purpose of obtaining basic data for studying and drafting national policies on educational expenses by grasping the actual conditions of expenses for school education and out-of-school activities, the annual income of households, the situation of parents and siblings, etc. The survey targets parents who send their children to public or private kindergartens, elementary schools, lower secondary schools, and upper secondary schools. (The survey was suspended in fiscal 2020 due to the impact of the COVID-19 pandemic but has been resumed every other year since fiscal 2021.) The survey covers one year from April of the year in which it was conducted. The survey covers expenditures over three periods: April-June, July-November, and December-March. An Outline of the School Textbook System in Japan This outline is compiled by the Ministry of Education, Culture, Sports, Science and Technology with regard to the definition, screening, adoption, publication, and free provision of textbooks. This chapter covers the number of textbooks in demand and the number of titles are listed for elementary schools, lower secondary schools, upper secondary schools, and special needs education. Social Education Survey (Fundamental Statistical Survey) This survey has been conducted every three to five years since fiscal 1955, and every approximately three years since fiscal 1975 by the Ministry of Education, Culture, Sports, Science and Technology, for the purpose of clarifying basic elements related to social education needed for social educational administration. The fiscal 2021 survey was composed of several component surveys on the administration of social education, on citizen's public halls, on libraries, on museums, on educational facilities for children and youths, on women's educational centres, on physical education facilities, on theaters, on music halls, and on lifelong learning centres. Each survey covers prefectural and municipal boards of education (including boards of education in special wards) or the relevant social-education-related facilities as a complete survey as of 1 October (the previous fiscal year for the status of implementation of social education projects, etc.).
