23 Social Security 563(2) The system must be established by a law to provide specific benefits, and require public, semi-public or independent organisations to assume responsibility for it. (3) It must be managed by a public, semi-public or an independent organ established by a law. Otherwise, it must be private organs entrusted by a law to execute their duties. Social security revenue is allocated for social security benefit costs (ILO standards), administrative costs, facility maintenance costs, etc. There are four major categories: social insurance, public expenses, asset income and others. National Medical Care Expenditure National Medical Care Expenditure is published every year by the Ministry of Health, Labour and Welfare as the estimate of total of all expenses associated with medical treatment of diseases and injuries that is eligible to be covered by health insurance at medical institutions, etc. during the relevant fiscal year as basic data for ensuring medical care necessary for the people. The amount includes expenditure for medical and dental examinations and treatments, dispensing in pharmacies, inpatient meal service, living support, home-visit nursing medical care, etc. Basic Information Concerning Medical Insurance The Basic Information Concerning Medical Insurance is published every year by the Ministry of Health, Labour and Welfare. The information includes the application, income and expenditure and medical expenses of each medical insurance system based on its business status reports and surveys. Business Annual Report This report is published every year by the Japan Health Insurance Association based on the results of the operations of each branch and the settlement of accounts for each fiscal year. The report provides an overview of the state of the medical insurance system, focusing on the Japan Health Insurance Association. Report on Health Insurance and Seaman’s Insurance This report is published every month and every year by the Ministry of Health, Labour and Welfare to grasp the business conditions of health insurance and seaman’s insurance and to obtain basic information for the sound management of the health insurance system and seaman’s insurance system. Annual Business Statistics Report on Mutual Aid Association of National Public Employees This report contains records of the national public employee mutual aid association program compiled by the Ministry of Finance and the Federation of National Public Service Personnel Mutual Aid Associations and a summary of related accounting. The annual report includes a brief statistical overview and is published annually by the Ministry of Finance. Annual Business Report on Mutual Aid Associations of Local Public Employees This report is compiled based on business reports and financial statements submitted by mutual aid associations for local public employees and mutual aid associations for local assembly members and is published annually by the Ministry of Internal Affairs and Communications. The purpose of the report is to summarize the implementation status of mutual aid associations for local public employees, the current status of their accounting, etc., as well as to outline and provide basic data for the system of mutual aid associations for local public employees, etc. Statistical Abstract on Mutual Aid System for Private Schools The Statistical Abstract on the Mutual Aid System for Private Schools is published annually by the Promotion and Mutual Aid Corporation for Private Schools of Japan as a handbook on the status of application of the private school personnel mutual aid system and statistics on short-term benefit
