22 Family Income and Expenditure 526 22 家計This chapter presents statistics on the income and expenditure of households, savings and liabilities, assets and liabilities, etc. Family Income and Expenditure Survey (Fundamental Statistical Survey) The Family Income and Expenditure Survey (FIES) is conducted by the Statistics Bureau of the Ministry of Internal Affairs and Communications to grasp the actual conditions of household income and expenditures in the lives of the citizenry in order to provide basic data for social and economic policymaking. About 9,000 households in 168 municipalities are selected randomly by statistical extraction methods from appropriate households for the survey. The survey unit includes households throughout Japan. However, the following households are excluded from the survey due to the difficulty of accurately measuring their income and expenditures as a household. (1) One-person student households (2) Inpatients in hospitals, inmates of reformatory institutions, etc. (3) Households which manage restaurants, hotels, boarding houses or dormitories, sharing their dwellings (4) Households which serve meals to the boarders even though not managing boarding houses as an occupation (5) Households with 4 or more living-in employees (6) Households whose heads are absent for a long time (three months or more) (7) Foreigner households Moreover, regarding the samples, each two-or-more-person household is surveyed for six consecutive months and each one-person household for three consecutive months, and then the sample households are rotated. The results of the survey are broadly divided into two sections: the household income section and the savings and liabilities section. Household income is further divided into three sections: total households, households with two or more people, and single households. After 2000, the results for households with two or more people consist of two series: results "including agriculture, forestry and fishery households" and results "excluding agriculture, forestry and fishery households," which can be compared between 1963 and 2017. In 2008, the results "excluding agriculture, forestry and fishery households" were drastically reduced, and in 2018, they were completely abolished due to a change in categories. The results for total households are the result of integrating all survey subjects (households with two or more people and single households) in the household survey. In the savings and liabilities section, only households with two or more people are surveyed and totaled, and there were previously two series of results, "including agriculture, forestry and fishery households" and "excluding agriculture, forestry and fishery households." However, the results "excluding agriculture, forestry and fishery households" were abolished in 2008. National Survey of Family Income, Consumption and Wealth (Fundamental Statistical Survey) This survey has been conducted every five years since 1959 for the purpose of investigating family consumption, income, assets and liabilities, and is conducted by the Statistics Bureau, Ministry of Internal Affairs and Communications. The thirteenth survey was conducted in 2019 with comprehensive improvements. This survey was renamed from the National Survey of Family Income and Expenditure conducted before 2014. The 2019 survey was conducted over the two months of October and November 2019 and covers about 90,000 households randomly selected throughout Japan.
