The price survey is conducted at about 28,000 retail stores and establishments in a total of 167 selected municipalities (cities, towns and villages). As of December 2024, the number of survey items is 505, and the number of specifications (subdivision of items) is 694. The "Structural Survey" has been conducted since January 2013, to annually check the price differences between regions and prices by store type and specification, which had been grasped by the National Survey of prices conducted once every five years, with the aim to clarify the changes in the price structure. However, prices by store type and specification were discontinued after the survey in December 2021 in order to improve the survey, make it more efficient, and enhance its content. The survey covered approximately 500 stores in 91 cities, which are not included in the survey areas for the "Trend Survey" but are located in prefectures across the country, and the number of survey items was 57 (58 specifications). In both the "Trend Survey" and the "Structural Survey", in principle, prices to be collected for the survey are normal retail prices for products sold to consumers at the stores surveyed. Bargain basement prices offered in a short period time (less than 8 days) and for an inventory-clearance sale are not collected. Land Price Survey by Prefectures This survey is conducted to provide the standard for price screening in the regulation of transaction of land, and for assessment of purchase price by the local governments, thereby forming proper land prices. The survey by prefectures is conducted by prefectural governors based on Article 9 of the Order for Enforcement of the National Land Use Planning Act to determine the standard price as of 1 July of each year. Prefectural governors survey and publish the prices of survey points per square meter of benchmark lots, and the Ministry of Land, Infrastructure, Transport and Tourism compiles and publish the nationwide situation in line with the prefectural announcement. The 2024 survey covered 21,003 lots for residential area and 433 lots for forest area. The survey was suspended at 11 lots (10 residential lots and 1 forest lot) due to the accident at the Fukushima Daiichi Nuclear Power Plant operated by TEPCO. Prices sought are those judged appropriate by the prefectural governors based on the prices evaluated by real estate appraisers. See the Glossary for Terms in this chapter.
