17 Environment 418 17 環境 This chapter contains statistics on greenhouse gases, waste disposal, air pollution, sewage and water quality and public hazards. Japan’s National Greenhouse Gas Emissions and Removals These are compiled and released annually by the Ministry of the Environment and the National Institute for Environmental Studies. In accordance with Articles 4 and 12 of the United Nations Framework Convention on Climate Change, Article 13 of the Paris Agreement, and the relevant decisions of the Conference of the Parties, Japan is required to prepare an annual inventory of its greenhouse gas emissions and absorption and submit it to the United Nations. In addition, Article 7 of the Act on Promotion of Global Warming Countermeasures, which stipulates these domestic measures, stipulates that the amount of greenhouse gas emissions and absorption in Japan shall be calculated and made public. This chapter covers greenhouse gas emissions. Survey on the State of Discharge and Treatment of Industrial Waste This survey has been conducted by the Ministry of the Environment every five years since fiscal 1975 and every year since fiscal 1990 for the purpose of investigating the discharge and disposal of industrial waste and obtaining basic data on the promotion of industrial waste disposal administration. The survey clarifies amount of output, recycle use, midway disposal, and final disposal of industrial wastes by prefecture. Covered industries are 18 categories of businesses selected from Japan Standard Industrial Classification (Rev.12, 13) in which industrial wastes are presumably produced. And, covered wastes are 19 categories of waste as specified by the Waste Management and Public Cleansing Act. Status of Illegal Dumping of Industrial Waste, etc. This is surveyed and released by the Ministry of the Environment. This survey investigates the status of newly identified cases of illegal dumping each fiscal year and the remaining amount of cases of illegal dumping at the end of the fiscal year for the purpose of providing basic data for policy formation related to measures against illegal dumping of industrial waste, etc. Illegal dumping covers cases of dumping 10 tons or more of waste that were noticed by prefectures or designated cities (all cases for specially controlled industrial waste: waste oil, waste acids and alkalis, infectious industrial waste, waste PCBs, waste asbestos, waste mercury, and others). Survey on Disposal of General Waste This survey is conducted by the Ministry of the Environment to obtain basic data on the promotion of general waste administration. The results of the survey are compiled and released by the Ministry of the Environment to municipalities and special local governments (some administrative associations) nationwide. This survey investigates the situation of general waste (refuse and human waste) as of the end of March every year. Results of Sorted Collection in Municipalities Based on the Act on the Promotion of Sorted Collection and Recycling of Containers and Packaging These results are released by the Ministry of the Environment annually. The amounts of sorted collection in municipalities and delivery for recycling in municipalities based on the Act on the Promotion of Sorted Collection and Recycling of Containers and Packaging are compiled. Status of Air Pollution In accordance with Article 22 of the Air Pollution Control Act, air pollution is monitored continuously in prefectures and cities designated under the Air Pollution Control Act by the Ministry of the Environment.
