10 Construction 303prefectural governor in accordance with the Construction Industry Law; among which those with a capital or a subscription of 30 million yen or more, pavement, sheet-metal work and water-well drilling are all surveyed, and other constructors licensed by a prefectural governor are classified based on the stratification by capital and industry, and constructors extracted by setting the extraction rate by each stratum shall become objectives. The term of the survey is one year, ending on 31 March of the following year or the nearest fiscal year end date before that. Survey on Building Construction This survey consists of the Survey of Building Construction Work Started and the Survey of Building Destruction. It is conducted by the Ministry of Land, Infrastructure, Transport and Tourism for the purpose of clarifying the dynamics of buildings throughout Japan and obtaining basic data on buildings and housing. Pursuant to the Building Standard Act enacted in 1950, notification to prefectural governors by the owner-to-be is required prior to the start of the new construction of a building; similarly, notification of the removal of a building is to be provided by the remover prior to the start of the work, and any building that was destroyed or damaged by disaster is to be reported by the head of the shi (city), ku (ward), machi (town) or mura (village), to the relevant prefectural governor (in all cases, excluding buildings with a floor area of 10 square metres or less). Based on the notifications and reports, questionnaires are filled out at prefectural offices, and statistics are compiled from them every month by the Ministry of Land, Infrastructure, Transport and Tourism. Survey of Building Construction Work Started (Fundamental Statistical Survey) This survey consists of the "Statistics on Building Construction Started", the "Statistics on Starts of Dwelling Construction", and the "Construction Cost Survey" (formerly the "Correction Survey"). The "Statistics on Building Construction Started" and the "Statistics on Starts of Dwelling Construction" are complete surveys and are based on the aforementioned building construction notifications. In the "Building Construction Cost Survey", the buildings in the "Statistics on Building Construction Started" are classified by their scheduled construction cost. For buildings with a scheduled construction cost of 2 billion yen or more, the survey is a complete survey. For buildings with a scheduled construction cost of less than 2 billion yen, the buildings are classified by their structure and scheduled construction cost class. For randomly selected buildings from each layer, changes in the scheduled construction period, scheduled construction cost, and scheduled floor area indicated in the building construction notification at the time of completion are investigated. Survey of Building Destruction This survey consists of "Statistics on Buildings Removed" and "Statistics on Damaged Buildings", which are compiled based on notifications of removal and reports of disaster, respectively.
