236 8 農林水産業Fisheries Census of Fisheries (Fundamental Statistical Survey) This census has been conducted by the Ministry of Agriculture, Forestry and Fisheries, aiming to know the structure of fishery production and the structure of employment in fisheries, as well as finding out conditions surrounding fisheries including fishing villages and distribution and processing of fishery products. The Census of Fisheries was first conducted in 1949 and has been conducted every five years since fiscal 1963. The survey consisted of the Marine Fisheries Survey, the Inland Water Fisheries Survey and the Distribution and Processing Survey, covering fishery management entities, fishery management organisations including fisheries cooperatives, inland water fisheries cooperative, fish markets, fishery product processing, and establishments that run freezing and cold storage facilities. The Marine Fisheries Survey and the Inland Water Fisheries Survey were conducted as of 1 November and the Distribution and Processing Survey as of 1 January. Survey on Movement of Fishery Structure This survey is conducted as of 1 November every year except in years of the quinquennial Census of Fisheries by the Ministry of Agriculture, Forestry and Fisheries with the aim of clarifying the actual structure of fisheries and changes therein by grasping basic matters concerning the production structure and employment structure of fisheries, as well as providing basic data necessary for planning, drafting, and promoting fishery administrative measures based on the Basic Act on Fisheries. The survey consists of surveys of individual management entities and organised management entities. The sample for the survey of individual management entities is extracted from the survey subjects of the Census of Fisheries, and the survey of organised management entities targets individual management entities and sampled organised management entities within the sample survey area. Statistical Survey on Marine Fishery Production (Fundamental Statistical Survey) This survey is conducted every year by the Ministry of Agriculture, Forestry and Fisheries with the aim to clarify the actual conditions of marine fishery production and to obtain basic data for fisheries administration. The survey is composed of the Survey on Marine Fishery Catches and the Survey on Marine Aquaculture Harvest. Survey on Marine Fishery Catches This survey uses the list of landing institutions and the list of fishery management entities that cannot be grasped by the landing organisations in the Marine Fishery Catches Statistics Survey prepared from the survey results in the previous year as population information, and all the landing organisations and fishery management entities in the population are the objects of the survey. Survey on Marine Aquaculture Harvest This survey uses the list of landing institutions and the list of aquaculture management entities that cannot be grasped by the landing organisations in the Marine Aquaculture Harvest Statistics Survey prepared from the survey results in the previous year as population information, and all the landing organisations and aquaculture management entities in the population are the objects of the survey. Fishery Output The Ministry of Agriculture, Forestry and Fisheries publishes the amount of fishery output for the purpose of clarifying the actual state of fishery production activities in each region through assessment in terms of value and providing data that contributes to the planning of fishery administration, as well as the follow-up of its implementation. The survey estimates the output of marine fisheries, marine culture, inland water fisheries, and inland water culture, as well as the income of productive fisheries. It also estimates the output of seeds and seedlings (marine culture and inland water culture) as reference values. This chapter contains the output of marine fisheries, marine culture, inland water fisheries, and inland water culture.
