136 5 財政Receipts and Payments of Treasury Funds with the Private Sector Receipts and Payments of Treasury Funds with the Private Sector are disclosed by the Ministry of Finance to clarify the balance of cash receipts and payments between the national treasury and the private sector (balance of cash receipts and payments between the national treasury and the private sector) and to clarify the impact of the national treasury balance accompanying fiscal activities on financial markets. Local Finance Plan The Local Finance Plan is an estimate of the total revenue and expenditure of local organisations created based on the provisions of Article 7 of the Local Allocation Tax Act. It is submitted to the Diet and made public by the Ministry of Internal Affairs and Communications. The administration linked closely to citizens' lives, such as welfare, school education, fire defence, roads, rivers, and other social infrastructures, is conducted in most cases by local government. Local finance therefore plays an extremely important position, so to speak, as one of the two wheels of a vehicle together with national finance. Annual Statistical Report on Local Government Finance The Annual Statistical Report on Local Government Finance consists of major statistical data on local public finance compiled and published by the Ministry of Internal Affairs and Communications, focusing on settlement amounts reported by local governments (general accounts and public business accounts). This chapter contains statistical tables using the revenue and expenditure and net balance of settled accounts by body, item, purpose and function, and prefecture, grants of local allocation tax and local tax revenue. List of Key Financial Indicators for Local Government Each fiscal year, the Ministry of Internal Affairs and Communications conducts a "Survey on the State of Local Finance" in order to grasp the state of local finance. A list of key financial indicators for local government is published and includes the fiscal strength index, current account balance ratio, real debt service ratio, future burden ratio, and Laspeyres index for each prefecture and municipality. Administrative Investment Report (Investment by Prefecture) The Administrative Investment Report (Investment by Prefecture) compiles the results of a survey of investment projects undertaken by the national and local governments, etc. in order to contribute to the consideration of future social infrastructure development, as well as national and regional policies, by project and prefecture and is published by the Ministry of Internal Affairs and Communications.
