13 Transport and Tourism This chapter covers transport and tourism. The section on transport contains statistics on the traffic volume by type of transport and facilities related to transportation. The section on tourism contains the number of foreign visitors to Japan and statistics about travel. For tourism, also see "26 Culture". Survey of Current Road Infrastructure Conditions This survey is conducted annually as of 1 April by the Ministry of Land, Infrastructure, Transport and Tourism to clarify the conditions of roads in Japan and to obtain basic data about the drafting and formulation of the road development programme and the management of road facilities. The survey covers national expressways, general national highways, prefectural roads, and shi (cities), machi (towns) and mura (villages) roads pursuant to the Road Act. "Total length" refers to the total length of roads designated or approved based on the Road Act, and "total real length" is the total length minus duplicate length (duplicated sections of preferential routes), length not yet in service (sections for which public notice of commencement of service has not been provided), and water length (sections over the sea, rivers, lakes, or marshes where ferry facilities are available and service has commenced under the provisions of the Road Act). "Standard-improved" means that the quality of roads, such as width, alignment, inclination, and visibility, is improved to meet the standard stipulated by the Road Structure Ordinance. Motor vehicle transport Survey on Motor Vehicle Transport (Fundamental Statistical Survey) This survey, covering motor vehicles engaged in transport activity in Japan, is conducted by the Ministry of Land, Infrastructure, Transport and Tourism to clarify the conditions of motor vehicle transport by determining the traffic volume, running distance, etc., and to provide basic data for policies on economics, traffic, etc. The survey covers motor vehicles selected by the Minister of Land, Infrastructure, Transport and Tourism among ordinary motor vehicles, small motor vehicles and light motor vehicles, and excludes light motor vehicles and passenger cars for private use, and motor vehicles not applied to general transport among trucks for private use. Motor vehicles owned "Motor Vehicles Owned" comprises registered motor vehicles entered in the motor vehicle registration files in accordance with the Road Transport Vehicle Act, and small two-wheeled motor vehicles and light motor vehicles that have received a vehicle number designation upon registration after providing notification. Railway transport Survey on Railway Transport This survey is conducted by the Ministry of Land, Infrastructure, Transport and Tourism to clarify the conditions of transport by railway, tram and cableway, and to provide basic data for policies on economics, traffic, etc. This survey consists of investigation into the actual conditions of railway and tramway passenger transportation, the actual conditions of railway cargo transportation, railway and tramway running kilometres, and the actual conditions of cableway passenger transportation. The survey covers railway and tramway companies that have been licensed or granted a patent based on the Railway Business Act and the Tramways Act, as well as cableway companies (excluding cargo) that have been licensed based on the Railway Business Act. 334 13 運輸・観光
