12 Information and Communication This chapter contains statistics on information and communications industry, cable television, information and communication services, and radio stations. Basic Survey on the Information and Communications Industry This survey has been conducted every year since 2010 by the Ministry of Internal Affairs and Communications and the Ministry of Economy, Trade and Industry, with the aim to clarify the activities of enterprises which belong to "G. Information and Communications" of Japan Standard Industrial Classification (JSIC) and to obtain basic information for policies on information and communications. The survey covers those with capital or investments of 30 million yen or more and operating business of "Telecommunications", "Broadcasting", "Television Broadcast Programme Production/Radio Broadcast Programme Production", "Services Incidental to Internet", "Information Service" or "Video Picture Information, Sound Information, Character Information Production and Distribution" of "Information and Communications". However, all the registered telecommunication business operators of "Telecommunications" as well as all the private broadcasting operators of "Broadcasting" and "Television Broadcast Programme Production/Radio Broadcast Programme Production" business operators are covered regardless of the amount of capital or investments. The results using the survey items, that are common to all industries covered by the survey, are compiled from two aspects, namely, those focusing on enterprises’ business activities (results based on business activities), and those from the viewpoint of enterprises’ main business (results based on the business classified as mainly engaged by each enterprise) which are contained in this yearbook. The latter results are obtained through classifying each enterprise by the largest sales business. Namely, its division of JSIC classification is decided according to its largest sales business, and then, comparing sales based on JSIC groups, its main business (JSIC group) is decided. Survey of Selected Service Industries (Fundamental Statistical Survey) The survey has been conducted every year except the year of the Economic Census for Business Activity by the Ministry of Economy, Trade and Industry in order to clarify the conditions of the service industries and obtain basic data for policies concerning these industries. The survey was conducted in 1973 as the 1973 Survey on Selected Service Industries. A sample survey was introduced in 2009 and is annually conducted with 28 businesses as the subjects under the jurisdiction of METI. The 2018 survey uses stratified sampling of a population of business establishments obtained from the 2012 Economic Census for Business Activity by industry, number of employees, and prefecture, based on sampling theory. Economic Census for Business Activity (See "7 Business Activities") Cable television Cable television refers to general television service provided through cable broadcasting facility. As the former Cable Television Broadcast Act and the Act on Broadcast on Telecommunications Services were abolished and integrated into the Broadcast Act on 30 June 2011. Communications Usage Trend Survey The Survey has been conducted by the Ministry of Internal Affairs and Communications every year, with the aim to provide basic information needed for the formulation and evaluation of 322 12 情報通信
