  Responsible agency: Labour Force Statistics Office, Population Census Division, Statistical Survey Department, Statistics Bureau, Ministry of Internal Affairs and Communications.

Purpose: To obtain basic data for the formulation of diverse measures and policies by surveying how people spend their daily life, by surveying how they use or allocate their time, including the main activities that they carry out in their free time, with examples being studies and researches, sports, hobbies and amusements, and volunteer activities.

Contents: The survey analyzes time spent on three major categories of daily activities of people over the age of nine: physical maintenance such as sleeping or eating (primary activities); business or housework (secondary activities); and leisure (tertiary activities).

For primary activities, the survey in 2001 reveals that men spent 7 hours and 52 minutes sleeping and women spent 7 hours and 38 minutes.  Sleeping hours were fewer for men in their thirties to forties and women in their forties.

For secondary activities of people with job, men spent 6 hours and 48 minutes, and women spent 4 hours and 51 minutes on business.  Compared with 1996, the business hours for both men and women declined, with a substantial drop on Saturday.

For tertiary activities of people 15 years old or more, men spent 6 hours and 37 minutes and women spent 6 hours and 15 minutes.  Compared with 1996, leisure hours increased for both men (by 18 minutes) and women (by 15 minutes).

Survey frequency and date (or period): Frequency: Every five years. Survey date: As of October 20, 2006 (the latest, but the latest results are 2001.). Note that investigations over two days out of the nine days including October 20, 2001, in each quarter designed for the investigations produced the daily time allocation figures.

Survey method: Area covered: Nation. Unit: Households and individuals (excluding household members under the age of 10). Sampling method: Random sampling. Survey method: Enumerator survey (self-entry).

Tabulation items: For daily time allocation, average hours and minutes by type of daily activity and participation rate by daily time slot are tabulated according to sex, age, educational level, usual economic activity, and family type of household. For annual leisure activities, the ratios of those engaged in the activities by type of activity, such as use of Internet use, studies and researches, sports, hobbies and amusements, volunteer activities, and travel and excursion are tabulated according to sex, age, usual economic activity, household type, and annual income.

Name and date of publication: "2001 Survey on Time Use and Leisure Activities" (7 volumes, with commentaries) publishes the results of the 2001 survey.

  Responsible agency: Comprehensive Survey of Living Conditions Office, Social Statistics Division, Statistics and Information Department, Minister's Secretariat, Ministry of Health, Labour and Welfare.

Purpose: To establish parent samples for sampling objects of various surveys on fundamentals such as household structures, health, medical care, welfare, pension, income, as well as to obtain basic data for designing and planning policies under the jurisdiction of the Ministry of Health, Labor, and Welfare.
This survey is a comprehensive analysis of households that integrated (in 1986) four different surveys that had been conventionally independent of one another, such as the basic survey of health and welfare administration, and seeks to and observe households by district. Since the first survey in 1986, large-scale surveys have been conducted every three years, while small-scale surveys on household and income status are carried out in the interim.

Contents: The large-scale survey in 2004 shows continued shrinkage of household size and aging of the population, with 2.72 of the average number of members per household, and a ratio of 17.0% of elderly households. For health, the number of people who were sick or injured with noticeable symptoms decreased from 32.3% to 31.7% while those who received regular outpatient treatment increased from 31.4% to 32.5% compared to the results of the 2001 survey. The average income per household was 5.797 million yen, and the average income per elderly household was 2.909 million yen.

Survey method: Area covered: Nation. Unit: Households and individuals (all household members). Sampling method: Random sampling. Survey method: Enumerator survey (enumerator's entry, and self-entry for health questionnaires and savings questionnaires for the large-scale survey).

Tabulation items: Small-scale survey: Number of households by number of household members, household type, and household structure. Number of households by number of household members, household business, and income bracket. Number of households by taxation status and income bracket. Number of households by living attitude and income bracket, etc.

Full-scale survey: In addition to the contents of the simplified surveys: number of households by hospitalized and commuting patients; number of household members by health awareness, sex, and age group; number of household members by health status, sex, and age group; number of appealers by sex and age group (those with noticeable symptoms) ; number of commuting patients by sex and age group; number of households by savings and loans bracket; number of households by household structure and presence of those needing nursing care; number of household members requiring nursing care, by degree of necessity of nursing care, sex and age group; etc.

Name and date of publication: "Comprehensive Survey of Living Conditions of The People on Health and Welfare" covering the 2004 survey was issued in March 2006. That covering the 2005 survey will be issued in December 2006. CD-R available.

  Responsible agency: Survey Planning Division, Statistical Survey Department, Statistics Bureau, Ministry of Internal Affairs and Communications.

Purpose: To collect, process and systematically organize diverse statistics by region that show the current state of national life in Japan (hereinafter referred to as "basic data"), in order to obtain basic data for the preparation of diverse social indicators and evaluation standards as well as for social and regional analysis, thereby to contribute toward the planning and formulation of measures and policies by the national and local governments.

Contents: The data thus obtained in the process of preparation of the System of Social and Demographic Statistics are compiled into the report "Social Indicators by Prefecture". This section therefore describes this report. This report contains the main statistics extensively and systematically by dividing the statistics related to the economy, society, culture and living by prefecture into the following 13 areas: a) population and households, b) natural environment, c) economic foundation, d) administrative foundation, e) education, f) labor, g) culture and sports, h) housing and living, i) health and medical care, j) welfare and social security, k) safety and security, l) household economy and m) daily life. It consists of three volumes namely I. Social Indicators (Indicator Data), II. Basic Data, and III. Explanation of Terms.

To give an example, among the 13 areas, the basic data concerning "a) population and households" consist of 1) population size and structure, 2) natural increase in population, 3) net migration, 4) number of households and number of general household members, 5) family structure, and 6) marriages and divorces. The Social Indicators consist of 1) population distribution, 2) population by sex, 3) population by age, and 4) shares of population by marital status.

Reference dates and frequency: Data have been developed annually since 1976.

Method of preparation: The following steps are used to prepare the system of social and demographic statistics of Japan.
(1) Determine basic data to be collected.
(2) Collect basic data.
- Various statistical data (reports and electromagnetic media) and operation data of various organizations.
- Prefectural statistics and operation data.
(3) Input and inspect basic data.
(4) Process and organize basic data (for example, calculate figures in indicators).
(5) Provide results - reports, Internet, etc.

Name and date of publication: The data is issued on electromagnetic media via public corporations. The main data is published in reports.

Purpose: Yearly statistics compiled by the National Police Agency compiles summarizing total number cases known to the police as crimes prescribed in the Criminal Law, Road Traffic Law, and other special laws, and the number of arrests (number of the cases forwarded to the Prosecutor or not considered as minor offenses by the Police) and etc.

Contents: According to the statistical table of 2005, there were about 3,125 thousand criminal cases known to the police in that year. Over 82.0% of these were larcenies (about 55.0%) and vehicular wounding and manslaughters (about 27.0%, consisting of negligence causing deaths or injuries and dangerous driving causing deaths or injuries) followed by intellectual crimes (about 3.2%) and violent crimes (about 2.2%).
The total number of criminal cases known to the police (excluding "deaths or injuries through negligence in the conduct of one’s occupation in traffic accidents") after World War II has seen the following changes. It decreased to less than 1,200 thousand cases in 1973 after peaking at about 1,600 thousand cases each in 1948 and in 1949 during the period just after the war. Afterward, it increased again and reached about 2,853 thousand cases in 2002, the maximum after the war. In 2005, it stood at 2,269 thousand case.

Method of preparation: Frequency: Yearly. These statistics are compiled with the data reported from each prefectural police headquarters in the country based on Criminal Statistics Regulation (Regulation No.4, September 16, 1965, National Public Safety Commission.

Tabulation items: Criminal category and state, month of occurrence, time of occurrence, day of occurrence, place of occurrence, method of perpetration, personal information about suspect, traits of victim or injured, progress of arrest.

Purpose: Various traffic accident statistics are prepared and made widely available for such purposes as formulating effective and comprehensive policies for preventing traffic accidents.

Overview: Traffic Accident Statistics consist of summaries of nationwide traffic accidents involving human life or limb, published on daily, monthly, semiannual, annual, and other time frames, as public information documents (paper) or on the Internet.

Annual statistical data is published as bound reports entitled Traffic Statistics and Annual Report of Traffic Statistics. Traffic Statistics is published the following spring. Annual Report of Traffic Statistics is published around the following summer.

Contents:
Occurrence of traffic accidents during 2005
- No. of accidents:  933,828 (comparison with previous year:  -18,363, -1.9%)
- No. of fatalities (*1):  6,871 persons (comparison with previous year: -487, -6.6%)
- No. of injuries:  1,156,633 persons (comparison with previous year:  -26,487, -2.2%)

The number of deaths decreased for the fifth consecutive year, dropping below 7,000 for the first time in 49 years since 1956. However, the number of cases exceeded 900,000 for the sixth consecutive year and the number injured exceeded 1 million persons for the seventh consecutive year, a situation requiring attention.

Characteristics of traffic fatalities during 2005
- Drastic decrease of fatal traffic accidents due to speeding.
- Increase of the rate of wearing of seat belts, leading to drastic decrease of deaths while riding automobiles
- Decrease of deaths of young people aged 16 to 24.
- Increase of accidents caused by elderly drivers, to account for over 40% of all fatalities.

*1: A fatality is defined as a death within 24 hours of an accident. Deaths of persons within 30 days of an accident numbered 7,931 during 2005 (-561, or 6.6% vs the previous year).

Compilation method: The indices are created using data on traffic accidents involving human life or limb that is reported to the National Police Agency by prefectural police headquarters.

Method and timing of publication:
Daily report: The number of traffic accident fatalities up to the prior day is published as public information documents (paper) and on the Internet in Daily Report of Traffic Accident Fatalities.
Monthly report: Traffic accident statistics up to the prior month are published as public information documents (paper) and on the Internet as "Traffic Accident Statistics (End of MM/YY)".
Semiannual report: Around July, the characteristics of traffic accident fatalities for the first half of the year (January - June) are summarized, and published as public information documents (paper) and on the Internet. This report is titled "Characteristics of Traffic Accidents Fatalities for the First Half Year of YY".
Annual report: The characteristics of the prior year's traffic accidents are summarized in the following three reports around January, February and March, respectively, and published as public information documents (paper) and on the Internet: Characteristics of Fatal Traffic Accidents in the Year __, Status of Traffic Accidents in the Year __, and Status of Deaths Occurring within 30 Days of an Accident
Annual statistical data: Traffic Statistics, and Annual Statistical Report on Traffic Fatalities, are published in bound volumes the following spring and around the following summer, respectively. (Note: See below for sales organizations.)

Statistical tables contained in the reports:
The statistical tables contained in Traffic Statistics are as follows. There is a total of seven volumes.

Volume 1, The Traffic Situation - Trends and Current Status, has trends in traffic-related indices and similar data.

Volume 2, Traffic Accidents - Trends and Current Status, has trends in the number of fatalities nationwide and by region.

Volume 3, Traffic Accidents during the Year __, constitutes the centerpiece of these statistical documents. Part 1 contains the status of traffic accidents by day of the week and by type of road. Part 2 contains the status of fatal traffic accidents by day of the week and type of road. Part 3 contains the number of deaths and injuries by type, by injured part of the body, etc. Part 4 contains the number of deaths and injuries in accidents involving children by day of the week, time of day, etc. Part 5 contains trends in the occurrence of accidents on highways etc. Part 6 contains the status of deaths within 30 days of an accident by type, age group, etc.

Volume 4, Traffic Law Enforcement, contains the following: Part 1 has trends in the number of traffic law violations handled (reported and prosecuted) etc. as a representation of the state of enforcement of road traffic law violations.

Volume 5, Traffic Regulation, has the status of implementation of the regulations.

Volume 6, Drivers Licensing, has information related to drivers licenses.

Volume 7, Reference Material, has trends in the number of persons certified as Safe Driving Administrators, etc.

Languages: The daily and monthly reports published on the Internet, are in Japanese and English. The excerpts of "Traffic Statistics" are in English (see below for the sales organization). All others are in Japanese only.

Japanese language versions of Traffic Statistics and Annual Statistical Report of Traffic Accidents are sold by the Institute for Traffic Accident Research and Data Analysis (ITARDA). Method of preparation: Monthly statistics based administrative records on general affairs under the jurisdiction of the Ministry of Justice (Notified Statistical Survey).

Incorporated statistical tables (tabulation items and area covered):
(1) Civil affairs: number of registrations of lots and buildings under the jurisdiction of the Legal Affairs Bureau and District Legal Affairs Bureaus, survey on the change in capital of corporations.
(2) Criminal affairs: number of suspicious cases accepted and carried out by category of crimes under the jurisdiction of the Supreme Public Prosecutor's Office, High Public Prosecutor's Offices, and District Public Prosecutor's Offices.
(3) Correction: number of people in and out of prisons and detention houses, Women's Guidance Home, Juvenile Training Schools, or Juvenile Classification Homes by reason for incarceration; number of inmates in juvenile training schools by course of treatment.

Purpose: To disclose the latest status of fire service and disaster countermeasures at the local administrative level and to contribute for the progress in administration of fire service and disaster counter measures.

Contents: Number of fire service personnel, number of the owned firefighting equipment, the expenditure and settlement amounts, etc., as of April 1 every year.

Method of preparation: The data prepared by the prefectural governments are summed up and compiled.

Tabulation items: Fire service organizations, Firefighting facilities, Municipal finances regarding of fire services, Mobilization of firefighting teams.

Publication (name and date) of report: "Annual Report on Fire Service in Japan" is distributed every February to the National Diet Library, the Ministry of Public Management, Home Affairs, Posts and Telecommunications, the Ministry of Land, Infrastructure and Transport, the Forestry Agency, local governments, etc.

Purpose: To contribute to the improving fire prevention through compiling data on each case of fire reported by local governments and to analyze the current trends of fires.

Contents: Annual number of fires (from January to December), and of the dead and injured by fires, the cost of damage caused by fires, analysis according to each type of causes of fires.

Method of preparation: The data prepared by the prefectural governments are summed up and compiled.

Tabulation items: All fires that occurred nationwide, provided that fires in areas or facilities outside the jurisdiction of investigation under the Fire Service Laws (Law No. 186, 1948) are tabulated only for the number of fires and the other clarified items.

Purpose: To reveal the latest status in a one-year period of flood damages in Japan by investigating such damages caused by floods and high tides to private and corporate assets and properties, public civil engineering facilities such as rivers and roads, and public utility facilities such as for transportation and communications, so as to obtain basic data necessary for the formulation and implementation of administrative measures and policies for flood control.

[Outline of Preparation]

Method of preparation: Statistics on damages caused by floods, undrained water, high tides, etc. are prepared by combining the results from "Statistical Survey on Flood Damage on public civil engineering facilities " (Notified Statistical Survey) with the results of a survey on the amount of damages to operating assets, periods of business suspensions, etc. of corporations which run asset management for public utilities, and degrees or extent of flooding reported by owners of damaged houses, buildings, etc.

Tabulation items: The amount of damages to general assets such as houses and household goods. Purpose: To obtain relevant information concerning the business establishments subject to the regulations under the Water Pollution Control Law including concentration of emissions of water polluting substances, emission quantity and state of operation, in order to obtain basic data for the setting and reviewing of emission standards.

Contents: To effectively prevent water pollution, it is crucial to limit emissions of water pollutants from a variety of sources. To provide rational and effective emission regulations and administrative guidance, an understanding of the sources and amounts of emissions on a nationwide basis is required.

This survey has as its objective the investigation of the amount of water polluting substances generated at establishments regulated under the Water Pollution Control Law, and to grasp the trends, so as to provide basic data for the setting and reviewing of emission standards.

Utilization of the Results of the Survey:
The survey investigates pollution sources in response to water quality measurements taken of bodies of water that serve the public. As such, the results are widely used in policies for preservation of water quality.

Contents:The annual quantities of pollutants emitted in FY 2003 were as follows. SOX: approx. 210,000 kNm3 (approx. 600,000 t). NOX: approx. 420,000 kNm3 (approx. 870,000 t). Soot and dust: approx. 61,000 t.
