Purpose: Indexes of Business Conditions of business cyclical indicators are economic indicators to help monthly evaluate the state and the phases of the economy make future economic forecasts, and to judge economic turning points (economic peaks and troughs): integrated indicators in various fields of economic activity that are crucial and sensitive to the state of the economy, such as production and employment.

Contents: Indexes of Business Conditions consist of two indices:  Diffusion indices (DI) aimed to gage phases of the economy by synthesizing the direction of change in the series employed, and composite indices (CI) to gain a sense of the size of the economy by synthesizing the rates of change in the series.  Each of these indices has three types of associated indicators:  Leading indicators, which move in advance of the economy, coincident indicators, which are virtually in sync with the economy, and lagging indicators, which move after the overall economy.
- Leading index, which seeks to predict movement of the economy a few months ahead, consist of 12 indicators.
- Coincident index, to gauge present economic conditions and generally move together with the economy, 11 indicators.
- Lagging index, to confirm economic turning points and phases with a delay of six months to one year, 6 indicators.

Method of use: As for the diffusion indices, when the coincident indices exceed 50%, the economy is assumed to be in an expansion phase.  When they drop below that level, it is in a contraction phase.  It is likely that when the indices cross over 50% level line from the upside to the downside, the economy is turning its peak, and when it crosses over the line from the downside upwards, turning its trough.  To distinguish temporary fluctuation from economic expansion (or contraction) by volatile indices, it is necessary to confirm that 1) the economic expansion (or contraction) continues for some months, and that 2) the economic expansion (or contraction) spreads to the most sectors (that is, the diffusion index is near 100% or 0%).

As for the composite indices, rising coincident indicators signal an expansion phase.  Falling coincident indicators are a sign of a contraction phase.  The peaks or troughs in coincident indicators tend to be near the economic peaks and troughs observed by diffusion indices.  By the magnitude of the change the indices represent the tempo of the expansion or contraction of the economy than just dividing the business cycle into two phases, giving a sense of the size of the economy, at any given time.  The calculation method was modified to reduce the effect of outliers. But, the movements of the composite indices have irregularities.
For that reason, it is necessary to observe the movements of the economy through some months.

Method of compilation: For the diffusion indices, monthly values of the selected series are compared to the values of three months ago.  If the value has increased, a + is assigned.  If the values hold steady, a 0 is assigned, and if there is a decrease, a - is assigned.  (That data makes up the Change Direction Table.)  Then the index is derived for each of the leading, coincident, and lagging groups of series, based on the ratio (%) of the number of series representing expansion (number of pluses) to the number of indices employed.

The composite indexes are constructed by calculating the weighted average of increase or decrease of each selected series for each period, cumulating them, and rebasing them to the reference year.

A method to reduce the effect of outliers is introduced into the calculation method of composite indexes.

Purpose: To depict the nation's monthly household finances and produce basic statistical data on all households (excluding one-person households of student) expenditures by city, region, income class, etc., for planning national economic and social policies.

Contents: The annual average figures for the 2005 Family Income and Expenditure Survey (two- or-more person households) have been published in February 2006.

The monthly living expenditures per household of all households (excluding one-person households and agricultural, forestry and fisheries households) were 300,903 yen, a decrease by 1.1% in nominal and 0.7% in real from the previous year, whereas these figures had increased the previous year. The living expenditures of workers' households also decreased by 0.7% nominal and 0.3% real.

The monthly income per household of workers' households was 522,629 yen, down 1.4% nominal and 1.0% real from the previous year. By breakdown, the household head's regular income decreased by 2.2% real and temporary income and bonuses by 2.1% real.

As for all households' expenditures by goods and services, such expenditures on goods decreased by 0.5% real from the previous year. By type of goods, the expenditures on durables, semi-durables and nondurables all declined by 0.4%, 1.1% and 0.3% in real respectively. However, the expenditures on services increased by 0.5% real.

Name and date of publication: The results of the survey of household incomes and expenditures are published as follows.
Two-or-more person households including agricultural, forestry and fisheries households: Preliminary Report of Family Income and Expenditure Survey is published at the end of the month following the survey month (e.g., the January figures at the end of February)

Two-or-more person households excluding agricultural, forestry and fisheries households: Tabulated tables of Family Income and Expenditure Survey is made public on the Internet in the first third of the second month after the survey month (e.g., the January figures in the first third of March).

One-person households and total households (i.e., one-person households plus two-or-more person households): in the middle of the second month after the final month of the survey quarter.

Savings and liabilities: around the fourth month after the final month of the survey quarter.

The publications consist of "Monthly Report on the Family Income and Expenditure Survey" and the two editions of "Annual Report on the Family Income and Expenditure Survey": "Income and Expenditure" and "Savings and Liabilities".

Purpose: To depict the state of family finances, and obtain basic data on income distribution, consumption levels and structure, etc.

Contents: According to the 2004 results, the changes of durable household goods possession over the five years from 1999 the time of the previous survey were as follows: Durables of which diffusion rate raised are personal computers, cellular phones and other information technology and communications-related durable consumer goods.

Method and timing of publication: Published over time starting around July of the year following the survey year. Subsequently published as report books. A magnetic tape of survey results is also provided by the Japan Statistics Association.

Purpose: The purpose of the National Survey of Prices is to obtain basic data concerning prices. For this purpose, it aims to study the actual conditions of the price differentials among outlets, brands, regions, etc. by widely surveying prices of goods and services which are important object of consumer spending, as well as the factors that influence price decisions including types and locations of outlets.

Contents: The results of the 2002 survey related to large-scale retail outlets (those having sales floor areas of 450 m2 or more) showed the following.
By type of outlet, at supermarkets, the prices of clothing items, handbags, etc., were priced lower by over 10% than the averages for all types of outlets. At "drug stores", cokes, digestive medicines, shampoos, etc., were priced lower than other types of outlets.
By locational environment, in "railway station vicinities" outlet, many items were priced higher than the overall average. In "residential areas" outlet and "areas around trunk roads" outlet, many items were priced relatively lower.

According to the results on small-scale retail outlets, proportion of outlets those are intending "discount sales" as a strategy was lower than large-scale outlets. The difference between large-scale outlets and small-scale outlets was smaller in supermarkets.

Bargain sales during the survey period were much more operated by the large-scale supermarkets than the other type of outlets.

Regional difference indices were also calculated as the results of the survey. Tokyo Metropolitan Area showed the highest index and Okinawa Prefecture showed the lowest. Difference between Tokyo and Okinawa was 17.8%.

Tabulation items: Matters pertaining to stores (type of outlet, location, presence of rival outlet, number of persons engaged, main supplier, etc.) and matters pertaining to retail prices and fees for goods and services (ordinary prices or fees for 211 items).

Publication: The results of the 2002 survey were released in June 2003 to April 2004. The reports of the survey were published in six separate volumes.

Purpose: To make available data on real prices, prices of goods and services (a significant proportion of cost of living), rents, and the consumer price index for establishing economic policies on cost of living.

Contents: The Retail Price Survey is primarily used to provide data on prices used for calculating the consumer price index, and the average prices by municipality and by item calculated monthly. These are based on the prices identified through surveys conducted by the municipalities subject to this survey are used for calculating the index as the prices as of the time of comparison. This survey is designed emphasize nationwide comparisons based on time-series data to facilitate acquisition of the consumer price index. Therefore, the survey selects specifications of items by focusing on certain national specifications (basic specifications) with partial changes made biannually in principle, considering changes in availability of products within the basic specifications.

The survey results on prefectural capitals and cities with a population of 150,000 or more are also carried in the monthly report. The annual report includes the monthly results of these cities and annual average of all surveyed cities, towns, and villages.

Survey frequency and date (or period): Frequency: Monthly. Survey date: Wednesday, Thursday or Friday of the week including the 12th of each month except the following items. For items sold for a uniform price throughout Japan or local areas, Friday of the week that includes the 12th of each month. For fresh seafood, vegetables & fruits and cut flowers, Wednesday, Thursday or Friday of the weeks that include the 5th, 12th and 22nd of each month. For accommodation fees, Friday and Saturday of the week that includes the 5th of each month.

Survey method: Area covered: Japan. Unit: About 30,000 retail shops or establishments selected in the 167 surveyed municipalities. Sampling method: Sampling by a designated method with representative features taken into consideration. Survey method: Enumerator survey (enumerator's entry)

Tabulation items: Retail prices and services fees of items and services which form a significant portion in terms of household expenditure (this survey covers about 160 items including foodstuffs, liquors and daily commodities; about 140 items including clothing and electric appliances; about 100 items including seasonings and educational and entertainment goods; about 30 items including water charges and hospital charges; about 40 items including electricity charges and cigarettes; and about 80 items including shipping charges and gasoline), rents, and accommodation fees by type of accommodation facility.

Name and date of publication: The survey results are released at the end of the survey month for the Tokyo wards, and at the end of the following month for cities with a population of 150,000 or more. The monthly "Report on Retail Price Survey (Japanese and English) is published around the 10th of the following month, and "Annual Report on Retail Price Survey (Japanese and English)" is published around June of the following year.

Purpose: The Consumer Price Index uses time-series data to measure changes in comprehensive prices of goods and services purchased by households throughout the country.  It reflects changes of the cost of purchasing goods and services in a fixed “market basket.” It is not designed to measure changes in the living expenses arising from changes in the types, qualities or quantities of the goods and services purchased.

Contents: The general index rose from the previous year continuously since 1950 but in 1995, the index fell 0.1% for the first time. After that the index rose for three years due to a raise of the consumption tax rate and the soaring prices of fresh vegetables due to bad weather conditions.

In 1999, the index fell for the second time, and since then, the index fell for five consecutive years until 2003, mainly caused by decline of prices of industrial products such as durable goods.

In 2004, the prices of petroleum products rose due to the soaring of crude oil prices. In addition, the prices of rice and fresh vegetables rose due to the bad weather conditions such as typhoons and long rain. For these reasons, the general index remained on the same level as 2003. In 2005, the prices of petroleum products rose due to the crude oil prices hike continued. However, the prices of rice, fresh vegetables, etc. declined in reaction to the previous year. For these and other reasons, the general index fell 0.3%.

Cautionary note on use: The Consumer Price Index represents hypothetical changes in expenditures as prices change against the assumed fixed structure of living expenses. In other words, it is a value represented as a ratio of living expenses at the time of comparison against those at the reference period, which are based on the surveyed prices and quantites of goods and services actually purchased, assuming that the same types and amounts of goods and services would be purchased as those actually purchased at the reference period. This method is referred to as the market basket system.

The Consumer Price Index is used primarily to measure changes in price levels. It also shows changes in the purchasing power of money since rises in prices result in falls in the value of money in the eye of the consumer.

Change in prices and change in actual expenditures are two different things, therefore some households often misinterpret the consumer price index as an index of living expenses.

Even if the Consumer Price Index rises, goods purchased by each household are not always the same, and the quantities of goods are varied so there are differences of effects on each household caused by the rising in prices. The Consumer Price Index is not calculated for prices affecting all consumers and only reflects the trend in general prices for the average household, not price movements actually experienced by individual households.

Differences in the amount of income and composition of family members also affect the types and quantities of goods purchased. Therefore, in addition to the Consumer Price Index as a basic index, the consumer price index by yearly income quintile groups of workers’ households and the consumer price index for the typical household have been calculated for reference.

Base period and weight reference period: The index reference period is 2000.  The period for the calculation of weights is also 2000. However, for fresh foods (fresh fish & shellfish, fresh vegetables and fresh fruits), monthly weights are used. These weights are calculated using the monthly average purchase quantities for 1999 and 2000.

Selected item: 598 items, including 594 items selected for their significant impact on household expenditures, representative features relating to price movements and feasibility of price data collection, and 4 items relating to the imputed rent.

*From January 2003, two items namely "PC printers" and "Internet connection charges" have been added.

Publication of indices: The consumer price index is usually released at 8:30 am on Friday of the week that includes the 26th of the month (English available). The contents include the national index for the previous month and the mid-month preliminary report values of the current month for the Ku-area of Tokyo. Also, the annual average and the average of the FS year are released when the index for December and March is released.

Purpose: To survey the prices of the products transacted between companies, and to use those data to create the Corporate Goods Price Index (Domestic Corporate Goods Price Index, Export Price Index, Import Price Index, etc.).

Survey frequency and date (or period): Frequency: Monthly Survey period: Early in the following month (representative prices in the previous month are surveyed.)

Survey method: Area covered: Nationwide Unit - Company (approximately 3,000) Sampling method: Purposive selection Survey method: Mail (self-entry).

Prices surveyed:
1. Approximately 8,300 prices
2. The prices surveyed for the Domestic Corporate Goods Price Index are of the products at the distribution stage where company-to-company transactions are heavy, and where the products' supply and demand relationships are most sensitively reflected. For the Export Price Index, surveyed are the FOB prices in principle, and for the Import Price Index, surveyed are the CIF prices in principle.
3. The representative products are selected for each commodity category. The survey is conducted on a continuous basis by selecting the actual transaction prices (if rebates or other discounts are made, the prices are as a rule adjusted for such discounts) by fixing the transaction partners, contract terms and conditions.
4. The prices covered by the survey are immediately replaced in the following cases: the relevant products lose their representativeness in the market, changes occur in the terms and conditions of the transactions, or the surveyed companies need to be changed. In such cases, quality adjustments are made through such means as the production cost method or the hedonic regression method if necessary.

Purpose: The Corporate Goods Price Index is a price index focusing on the prices of goods transacted between companies. Its main purpose is to investigate price movements that sensitively reflect the supply and demand conditions of individual goods, with a view to facilitating analysis of macro-economic conditions. The indices of less aggregated levels such as ‘Commodity’ and ‘Commodity class’ serve as deflators that transform nominal output values into real quantities. They also serve as references in determining the prices for individual transactions.

[Outline of Compilation]

Overview of the framework for the indices:
The basic grouping indices classify selected commodities by their attributes. They consist of the Domestic Corporate Goods Price Index, Export Price Index, and Import Price Index.  The Domestic Corporate Goods Price Index incorporates the consumption tax, while the Export Price Index and Import Price Index do not. There are also reference indices that re-classified selected commodities of the basic grouping indices under different criteria for research analysis purposes, or are compiled by the adjusted sample prices of the basic grouping indices.

Index Base year and year for weight calculation: 2000

Main items tabulated: The Basic grouping indices consist of the following:
1) The Domestic Corporate Goods Price Index, consisting of the five classes, namely, 'Major group', 'Group', 'Subgroup', 'Commodity class', and 'Commodity.'
2) The Export Price Index and Import Price Index, consisting of the four classes namely ‘Group’, ‘Subgroup’, ‘Commodity class’, and ‘Commodity.’ In cases that the surveyed prices are in foreign currencies, such sample prices are converted into Japanese yen using the monthly average of spot exchange rates (TTM: Telegraphic Transfer Middle Rate), in order to prepare yen-based indices.  The contractual currency base index is prepared using the price in the contractual currency as is.

There are also reference indices as follows:

1) Index by Stage of Demand and Use: The index re-classifies the basic grouping indices by stage of demand. The indices classified by stage of demand are ramified by use. (a) Classifications by stage of demand: divided broadly into 'Domestic demand products' (domestic products for domestic use and import products) and 'Exports'. 'Domestic demand products' is further classified into 'Raw materials', 'Intermediate materials', and 'Final goods'. (b) Classifications by use: The above classifications by stage of demand are categorized into 'Capital goods', 'Consumer goods', etc. (in the case of final goods) from the perspective of how the products are used.
2) Domestic Corporate Goods Price Index using chain-weighted index formula: Composed of five classes namely 'Major group', 'Group', 'Subgroup', 'Commodity class', and 'Commodity.'
3) Domestic Corporate Goods Price Index excluding consumption Tax: Same as 2) above.
4) Index for Domestic Demand Products excluding consumption Tax: Same as the categories for 'Domestic demand products' in 1) above.
5) Average index for Domestic Corporate Goods, Exports and Imports: Composed of 'Major group' and 'Group'. 'Group' is subdivided into 'Domestic goods', 'Exports', and 'Imports.'
6) Prewar Base Index: Composed of the basic classification 'Group' and special classification 'Producer goods' (which consist of 'Construction materials', and 'Fuel & energy'), 'Capital goods', and 'Consumer goods.'

Selection of commodities:
1) For Domestic Corporate Goods Price Index - Commodities valued at 1/10,000 (24.6 billion yen) or more of the total value of transactions for the index (value of producer's shipments of domestically produced products for domestic markets) in the base year (2000): 910 items.
2) For Export Price Index - Commodities valued at 5/10,000 (24.0 billion yen) or more of the total value of transactions for the index (value of exports, customs clearance-base) in the base year (2000): 222 items.
3) For Import Price Index - Commodities valued at 5/10,000 (18.8 billion yen) or more of the total value of transactions for the index (value of imports, customs clearance-base) in the base year (2000): 293 items.

Weights:
- Domestic Corporate Goods Price Index: The data used is the value of domestic shipments, derived by subtracting the value of exports as according to "Japan Exports & Imports" (customs statistics) published by Ministry of Finance from the value of producer's shipments as according to "Census of Manufactures" published by Ministry of Economy, Trade and Industry. In case these sources cannot be used (e.g., non-manufacturing products), other statistics compiled by official organizations and cooperating associations are used.
- Export Price Index and Import Price Index: The data used are the value of exports and imports as according to "Japan Exports & Imports" (customs statistics) published by Ministry of Finance.

Method of calculating indices:
First of all, the prices of each product are converted into index values at every period. Then, the fix-weighted Laspeyres formula, which is a weighted arithmetic mean based on the fixed value-based weights for the base year, is adopted for the index calculation.

Precautions for use:
1) For Corporate Goods Price Index, the commodities representing each stage of production - the raw material, semifinished, and finished goods stages - are investigated. Therefore, when prices of some raw material such as those of crude oil increase, in the process of a price increase being passed on to products downstream, the increase is subjected to multiple countings, being repeatedly counted at each stage. As a result, simple comparisons cannot be made between 'All commodities' of the Domestic Corporate Goods Price Index and price indicators that are not subjected to multiple countings, such as Consumer Price Index and the GDP deflator.
   
2) The index is revised every five years. This revision includes change of the base year for the index and for the weight calculation. It also reviews the commodities covered, classification, etc., if necessary. On this basis, the indices published for the base year and for the years after the base year are switched to those based on the new base year. The revision in 2000 also changed the name of the index from "Wholesale Price Index" to "Corporate Goods Price Index".

Form and timing of publication:
The Corporate Goods Price Index is published at 8:50 am on the following dates.  Simultaneously with the publication, the data can be viewed on the Bank of Japan's website
(http://www.boj.or.jp/en/).

Monthly index: In principle, the preliminary figures are published on the 8th business day of the following month. (The final figures are published by revising the preliminary figures, on the date of publication two months after the survey, in principle)

Annual (CY and FY) indices: Published simultaneously with the publication of the monthly indices for December (CY) and March (FY).

Scheduled retroactive revisions are made to the indexes twice a year (in April and October, at the time of publication of the preliminary index for March and September, respectively). These revisions cover the past one year in principle. However, in cases that serious errors of the types that result in changes at the index level of ‘All commodities’ are found after the publication, the indices are promptly revised irrespective of the above revision schedule.

Note that in cases that the number of sample prices for certain commodities has become less than three from a few participating corporations, in order to protect these correspondent companies’ privacy, the indices for these commodities and for other corresponding commodities in the same commodity class will, in principle, be unreleased.

Purpose: Monthly expenditures are greatly affected by fluctuations in price levels and the number of days in a month. Over a long period, changes in the composition of the family members also affect expenditures and should be excluded from analysis.

Therefore, the Index of Living Expenditure Level is obtained by indexing the monthly expenditures for two-or-more person households after adjusting the figures for a particular number of family members (four) and days in a month (30.4 days), then excluding the effects of price increases in order to obtain a measure for observing trends in significant living expenditures. The Indices are also used as an indicator of the standard of living.

Purpose: The Input-Output Price Index of Manufacturing Industry by Sector (IOPI) focuses on the prices of products in the manufacturing industry, and consists of separately derived price indices: The Input Price Index for prices of goods input for production, and the Output Price Index for prices of goods produced. They are mainly used for analysis of the relative price movements between input cost in the manufacturing industry and manufactured goods, and for analysis of the impact of price movements among sectors in the manufacturing industry. The less-aggregated levels such as 'Commodity group' function as deflators that transform nominal output values into real quantities.


[Overview of Compilation]

Overview of the framework for the indices:
The indices are composed of three series:  Input Price Index, Output Price Index, and Output /Input Price Ratio Index derived by dividing Output Price Index by Input Price Index. These indices that make up the Input‐Output Price Index of the Manufacturing Industry by Sector are calculated by excluding the consumption tax. Also, they are calculated using gross weights that include intra-sector transactions (i.e., transactions in which products produced in a sector are input in the next process in the same sector as materials for production).

Index base year and year for weight calculation: 2000

Main items tabulated:
There are two levels of sector classifications:  ‘Manufacturing industry sector’ and ‘Major sector.’  Each of those sectors has 3 levels of commodity groupings:  ‘Aggregated major commodity group’, ‘Major commodity group’, and ‘Commodity group.’  In addition, the ‘Manufacturing industry sector’ is divided into domestic products, and exported/imported products.

Weights:
1. Weight calculation for sector classifications at the layer ‘Commodity group’ and above:  For the Input Price Index, the weights are based on the values of intermediate sector for the manufacturing industry at purchasers’ prices during the base year of the ‘Input-Output Tables’ (Ministry of Internal Affairs and Communications).  For the Output Price Index, the weights are based on the values of domestic products for the manufacturing industry at producers’ prices during the base year of the ‘Input-Output Tables’.
   
2. Weight calculation of 'Commodity' which comprises 'Commodity group': Weights for the 'Commodity' in the Corporate Goods Index (2000-base) are used.

Criteria for selection of Commodity group:
‘Commodity group’ is set in accordance with the basic sector classification of the ‘Input-Output Table’. The criterion for the selection is whether the price data in the commodity group are covered as commodity index in the Corporate Goods Price Index. Incidentally, the number of selected commodities for the Input Price Index is 1,240 and 1,253 for the Output Price Index.

Method of calculating the index: The fix-weighted Laspeyres formula, which is a weighted arithmetic mean based on the fixed value-based weights for the base year, is adopted for the index calculation.

Precautions for use:
1. From the 1995 base index, the price collection for the IOPI was changed and commodity indices in the CGPI became the sole source for the IOPI price data.
   
2. Due to the change in the price collection, continuity with previous indices was lost. After that revision, in consideration of the needs of the users, new 1990 base indices were created by the same method as the 1995 base index:  For the ‘Manufacturing industry’ and ‘Major sector’, the linked indices of this new 1990 base index and the 1995 base index retroactive through 1990 have been prepared.
   
3. Up to the 1990 base index, both a gross weight base index that included internal transactions within a sector, and a net weight base index which excluded it, were prepared and published.  Since the need for the latter was low relative to the cost of compilation, preparation and publication of these indices were abolished from the 1995 base index.
   
4. The index revision is made every five years. This change includes change of the base year for the index and for the weight calculation. It also reviews the price data used in the indices (‘Commodity’ in the Corporate Goods Price Index), the classification, etc., if necessary. Upon this revision to the new base year, the published indices after the new base year, which are calculated according to the previous base year, are switched to those based on the new base year.

The Input‐Output Price Index of the Manufacturing Industry by Sector is published at 8:50 am on the following dates.  Simultaneously with the publication, the data can be viewed on the Bank of Japan’s website

Monthly indices: In principle, the preliminary figures are published on the 10th business day of the following month. The final figures are published by revising the preliminary figures, on the date of publication two months after the survey, in principle.

Purpose: The Corporate Service Price Index is a price index focusing on the prices of services transacted between companies.  It is regarded as a counterpart to the Corporate Goods Price Index that covers products transacted between companies. The Corporate Service Price Index's main purpose is to survey the trends of transaction prices that sensitively reflect the trends of the supply and demand for services, and to make available important data for macroeconomic analysis. The indices of less-aggregated levels, such as ‘Item’, serve as deflators that transform nominal output values for services (prices of providing services) into real quantities. They also serve as references in determining the prices for individual transactions.

[Overview of Compilation]

Overview of the framework for the indices: The index covers the prices of corporate services (domestic and imported) transacted between companies, and does not cover the prices of services for individuals. It incorporates the consumption tax.

Indes base year and year for weight calculation:2000

Main items tabulated: The index consists of four classifications:  ‘Major group’, ‘Group’, ‘Subgroup’, and ‘Item.’  There are eight sections within ‘Major group’:  ‘Finance and insurance’, ‘Real estate services’, ‘Transportation’, ‘Communications and broadcasting services’, ‘Advertising services’, ‘Information services’, ‘Leasing and rental’, and ‘Other services.’  When sample prices are contracted in foreign currencies, they are converted to a yen basis for the yen-basis index compilation using monthly average spot exchange rates (TTM: Telegraphic Transfer Middle Rate).

Items covered: In basic sectors of the ‘Input-Output Tables’ published by Ministry of Internal Affairs and Communications, the services whose value of transactions among corporations in the base year (total of the domestic production sectors) is 500 billion yen or more are selected as ‘Subgroups’.  As for the individual services comprising a ‘Subgroup’, ‘Items’ selected for coverage are those for which weight data is available, and for which appropriate price data can be obtained on an ongoing basis.  The number of items are 110.

Weight: In principle, the value of transaction of services during the base year within the total intermediate sectors of the Input-Output Tables (total of domestic production sectors) is used as basic data.

Method of Calculating the Indices: First of all, the prices of each service are converted into index values at every period. Then, the fix-weighted Laspeyres formula, which is a weighted arithmetic mean based on the fixed value-based weights for the base year, is adopted for the index calculation.

Precautions for use:
1. Under the Corporate Service Price Index, the services for individuals included in the calculation of the Consumer Price Index are included, if corporations have demand for such services (e.g., postal and telephone charges). Meanwhile, the following services for corporations are excluded: services for which it is difficult to conduct reliable continuous price surveys, and whose weights should not be imputed to other services selected in the index because of the absence of similar services in terms of characteristics or price developments (e.g., financial services < imputed interest >, wholesale and retail trade < commercial margins >, education and research, and public service).
   
2. Corporate Service Price Index has the characteristics described here. To follow their trend, an average value over a certain period of time must be taken.

- Some services, by conventional business practice, are provided by contracts that last for a semiannual term or for a full year. There is a tendency for the prices of some of those to change substantially when many of the contracts are renewed in April and October.
   
- There are some indices that have seasonal characteristics.  They include ‘Railroad passenger transportation’, ‘International air passenger transportation’, and ‘Domestic air passenger transportation’, whose prices vary during different travel seasons.  In addition, ‘television commercial’ prices rise and fall around the time when workers are paid their bonuses.
   
3. The index revision is made every five years. This change also includes change of the base year for the index and for the weight calculation. It also reviews the items covered, classification, etc., if necessary. Upon this revision to the new base year, the published indices after the new base year, which are calculated according to the previous base year, are switched to those based on the new base year.

Form and timing of publication:
The Corporate Service Price Index is published at 8:50 am on the dates shown below.  Simultaneously with the publication, the data can be viewed on the Bank of Japan’s website(http://www.boj.or.jp/en). Monthly indices: In principle, the 18th business day of the following month (or a little earlier if the month contains less business days.)

Annual (CY and FY) indices: Published simultaneously with the publication of the monthly indices for December (CY) and March (FY).

Scheduled retroactive revisions are made to the indexes twice a year (in April and October, at the time of publication of the preliminary index for March and September, respectively). However, if serious errors of the types that affect the index level of ‘All items’ are found after the publication, the indices are promptly revised irrespective of the above revision schedule.

Purpose: To research prices of services transacted between companies, and to use those data to prepare Corporate Service Price Index.

Survey frequency and date (or period): Frequency: Monthly, Survey date: Monthly survey: Middle of the following month (representative prices in the previous month are surveyed).

Survey method: Area covered: Nation Unit - Company (approx. 600) Sampling method: Purposive selection Survey method: Mail (self-entry)

Prices covered in the survey:
1. Approximately 3,000 prices
2. Representative services are selected for each ‘Item’.  Actual prices of the transactions are selected and surveyed continuously (if rebates or other discounts are made, the prices in principle are adjusted), by fixing the transaction partners, contract terms and conditions.
3. Unlike products (goods), services have strong regional and individual characteristics. It is therefore difficult to establish a one-to-one correspondence between a service and its price. For services that seem to have large price discrepancies, as many prices as possible are collected in an attempt to gauge overall price trends accurately.
4. If services included in the survey changed to new services, the surveyed prices are quickly replaced. When they are replaced, quality adjustments, such as production cost method are adopted if necessary.
