| Responsible agency: Director
for Policy Coordination, Director-General for Policy
Planning, Ministry of Land, Infrastructure and
Transport. Road Economic Research Office, Planning Division, Road bureau, Ministry of Land, Infrastructure and Transport. Purpose: To facilitate the policy making for comprehensive construction of transport facilities by clarifying the real original and destinational points of cargo, etc. through grasping actual situation of the nationwide cargo distribution by the demand side. Contents: The net cargo flow in Japan identified in the 2000 survey was 3.32 billion tons, or cargo flow per day of about 9.05 million tons, a 7.1% decrease compared with the 1995 survey. The manufacturing industry yielded the greatest volume of cargo, followed by the mining, wholesale, and warehousing industries. Both in the 1995 and 2000 surveys, the chemical industrial products segment achieved the greatest cargo volume, followed by mining products, and metal and machinery products. These three categories amount to a total of about 78%. The cargo volume of all products excluding agriculture decreased. Among them the forestry products recorded a decrease of 33%. | 9.7 Transportation Census of Urban Cities (Approved Statistical Survey)
| Responsible agency: Transport
Planning Division, Policy Bureau, Ministry of Land,
Infrastructure and Transport. Purpose: Surveys conducted on the utilization of high-volume public transport facilities in three metropolitan areas (the Tokyo metropolitan area centering around the 23 wards, the Chukyo metropolitan area centering around the city of Nagoya, and the Kinki metropolitan area centering around the city of Osaka) to grasp the real situation including number of passengers and their transport routes, utilization by time zone and transport transfers. Also, to analyze the relationships between distribution of the population by the Population Census and transport volumes and changes in the supply-demand transportation structure, and establish the basic data facilitating consideration of public transport networks over wide areas of transport and the ideal status of public transportation service. Contents: (Highlights of the 2000 Census) In the three major urban areas namely Tokyo, Kinki and Chukyo, the total number of passengers transported by railway lines per day (total of commuter pass users and ordinary ticket users) were approximately 50,707,000, 4,197,000 and 19,946,000, respectively. In any of these areas, the share of pass users decreased, while that of ordinary ticket users increased. During the peak (rush) hours, there were more passengers than could be transported at ordinary capacity on most lines, showing the congestion during such hours. The average commuting hours of pass users in these three major urban areas decreased for the first time in this Census. [Outline of Survey] Reference dates: 1960, 1965, 1970, 1975, 1980, 1985, 1990, 1995, 2000 and 2005. Survey frequency and date (or period): Frequency: Five years. Railway Tickets Survey, and Buses and Streetcars Origin-Destination Survey: Individuals. Sampling method: Complete enumeration for individuals (commuters who bought passes for trips within the survey areas at ticket offices of railways, buses, and/or street cars in the survey areas during the survey period), and complete enumeration for enterprises (those enterprises operating railways, buses, and/or street cars within the survey areas). Survey method: Enumerator survey (self-entry) for individuals and survey by mail (self-entry) for enterprises. Tabulation items: Commuting traffic volume (gross traffic volume, commuting traffic volume), railway utilization (number of users, route selection), utilization of terminal traffic means (shares of terminal traffic means), utilization of buses and street cars (number of users, utilization by time zone, transfer arrangements with railways), transportation capacity of railways and buses (by lines and by inter-stations), commuting hours (number of users by length of commuting time, sex, number of users by age group, length of time, and by distance, average commuting hours by residential area), and return home flow (number of users by time of return, and by means of transportation used for returning home). | 9.9 Transport Index (Index)
| Responsible agency: Transport
Information Analysis Office, Transport Research
and Statistics Division, Information and Research
Department, Policy Bureau, Ministry of Land, Infrastructure
and Transport. Purpose: The transport index is defined as "an index for determining international transport activities in Japan by Japanese businesses, as well as for observing trends in transport as an economic activity". This index is designed on the assumption that the level of transport activities can be measured and seen as contributing to the gross domestic product. The index seeks to ascertain trends in sales result (earnings), and is calculated by adjusting weights of railway, motor vehicles, vessel and aircraft transports with the gross added values and production volumes (represented by earnings from transport fares) generated by the transport organizations. Cautionary note on use: The index value is based on statistical data from the Ministry of Land, Infrastructure and Transport. At times, however, values in preliminary reports or estimate values are used, and are then revised to final values. Therefore, this index should be used in reference to the latest published material. [Outline of Survey] Outline of index formula: Major series (33 series) and sub-series (10 series). The major series are classified into three series: domestic cargo, domestic passenger, and international transport. Base time and weight calculation date: 2000. Selected items: Ten series of cargo transport activities and 12 series of passenger transport activities. Name and date of publication: The report (monthly) is published two and a half months after the survey month. Language: Japanese only. Sales organization: Reports are not for sale.
