| 8.1 Census of Commerce(Designated Statistical Survey) | ||||||||||||||||||||||||||||||||||||||

Responsible agency: Industrial Statistics Office, Research and Statistics Department, Economic and Industrial Policy Bureau, Ministry of Economy, Trade and Industry. Purpose: To obtain basic data related to commerce for the formulation of commercial policy. Contents: According to the Census of Commerce conducted in June 2004, the number of wholesale and retail establishments in Japan was 1,610,000, down 3.4% from the previous census conducted in 2002, marking a decline for five consecutive censuses. The annual sales value of commodities was 539 trillion yen, down 1.8% from the previous census, marking a decline for five consecutive censuses. The number of persons engaged also declined by 1.6% to 12,410,000. By wholesale/retail, the number of wholesale establishments declined for five consecutive censuses, and the number of retail establishments declined for eight consecutive censuses since the 1982 census. The annual sales value of commodities declined for five consecutive censuses in the case of wholesale establishments, and that in the case of retail establishments declined for three consecutive censuses following the two previous census conducted in 1999, which marked the first decline since the survey of sales value was started on an annual basis in 1958. The number of employees also declined for both wholesale and retail establishments. | 8.2 Current Survey of Commerce (Designated Statistical Survey) | ||||||||||||||||||||||||||||||||||||||
| Responsible agency: Industrial Statistics Office, Research and Statistics Department, Economic and Industrial Policy Bureau, Ministry of Economy, Trade and Industry. Purpose: To identify the trends of business activities carried out by commercial establishments and corporations. Contents: The value of sales in commerce in 2005 increased by 2.6% from the previous year to 584 trillion yen, marking an increase for two consecutive years. The value for the wholesale trade was 424 trillion yen, an increase by 3.1% from the previous year and an increase for two consecutive years. The value for the retail trade was 130 trillion yen, an increase by 1.1% and for the first time in nine years. The value of sales in commerce by quarter in 2005 increased for 10 consecutive quarters. Survey method: Enumerator survey and by mail (self-entry). Tabulation items: Value of sales by segment of industry, value of sales and increases/decreases compared with previous terms (against previous fiscal year, the same quarter and month of the previous year) by merchandise item, values of merchandise in stock as of the end of the term and the increase/decrease against the end of the corresponding term of the previous year by item, and ratio of merchandise in stock as of the end of the term and the increase/decrease against the end of the corresponding term of the previous year. Name and date of publication: "The Preliminary Report on Current Survey of Commerce" is published at the end of the month following the survey month, and "The Monthly Report of Current Survey of Commerce(Sales)" is published on the 25th of the second month after the survey. Purpose: To obtain a clear picture of inventories and deliveries at the distribution stage (wholesalers and traders in export/import) in segments of textile materials and textile products. [Outline of Survey] Reference dates: Every month since 1948. Survey frequency and date (or period): Frequency: Monthly. Survey date: On the 5th of each month. Survey method: Area covered: Nation. Unit: Enterprises. Sampling method: Complete enumeration. (For the monthly report on textile materials: wholesalers dealing with textile materials, including export/import traders; for the monthly report on yarns: wholesalers with a capital of 10 million yen or more and ten or more employees dealing with yarn products; for the monthly report on textiles: wholesalers with 20 or more employees dealing with textiles.) Tabulation items: Nationwide survey results on acceptances, deliveries, and inventories at the end of the month by item are summed up in the survey item system and tabulated monthly. Unit: Enterprises and establishments (for surveys of producers and distributors: producers and distributors of non-ferrous metals; for surveys of consumers: those who consume non-ferrous metals for manufacturing and processing.) For surveys on distributors and consumer establishments: those establishments designated by the Mineral and Natural Resources Division. Survey method: Survey by mail (self-entry). | Responsible agency: Economic Statistics Division, Statistical Survey Department, Statistics Bureau, Ministry of Internal Affairs Communications. Purpose: To clarify the basic structure and activities throughout Japan of establishments engaged in services industries by kinds of business and number of persons engaged in order to provide basic data for national and local policy planning. The Survey covers private service establishments excluding services relating to domestic affairs, public services by foreign governments and international agencies in Japan, services at hospitals and clinics, school education services, etc. This Survey, initiated in July 1989, was developed as an extensive and general survey of the services industry. The second survey was conducted in November 1994. The coverage of this survey was limited to commercial sectors. The third survey conducted in November 1999 again included non-commercial sectors. The fourth survey was conducted in June 2004. It excluded the information and telecommunications industry in accordance with the 11th revision of the Japan Standard Industry Classification and included "GENERAL EATING AND DRINKING PLACES," "REAL ESTATE LESSORS AND MANAGERS," etc. Contents: As of June 1, 2004, service establishments numbered 2,126,000, down 1.2% from 1999. By industrial category, the most numerous were "GENERAL EATING AND DRINKING PLACES" at 420,000, followed by " LAUNDRY, BEAUTY AND BATH SERVICES" at 398,000. The number of employees was 14,769,000, up 1,296,000 from 1999. By industrial category, "GENERAL EATING AND DRINKING PLACES" topped with 2,777,000, followed by "MISCELLANEOUS BUSINESS SERVICES" which include building-related services and worker dispatch services at 2,251,000. The earnings in 2003 reached 151.8159 trillion yen. By industrial category, "SERVICES FOR AMUSEMENT AND HOBBIES" such as pinball and slot machine parlors topped with 32.7265 trillion yen, followed by "MISCELLANEOUS BUSINESS SERVICES" such as building-related services and worker dispatch services at 15.5178 trillion yen and "GENERAL EATING AND DRINKING PLACES" at 14.6024 trillion. Purpose: To obtain a clear picture of service industries in Japan to obtain basic data for developing policies concerning service industries. [Outline of Survey] Reference dates: Every year since 1973. This survey had been implemented every year from 1991 to 1999 on five types of industrial trades (a combination of 3-4 trades for rotation and 1-2 newly-selected trades).Since 2000 however, the survey has covered, every year, "goods rental and leasing" and "information services" that belong to the business support industry. For other industries and businesses, the survey has been implemented in a three-year cycle starting in 2000, by covering the business support industry in the first year, the entertainment industry in the second year, and the culture and living-related industries in the third year.(The items covered by the survey in 2004 were: goods rental and leasing; information services movie theaters; golf courses; tennis courts (including practice courts); bowling alleys; amusement parks; theme parks; theaters (including rental); motion picture production and distribution; video sales.) It is also designed to obtain basic data for the promotion of industrial structure policies and small and medium enterprise policies and for the fostering of healthy service industries. The survey covers 18 industries: commodity lease and rental; information services; advertising; credit card service; engineering; movie theaters; theaters, performances and theatrical companies; golf courses; golf practice ranges; bowling alleys; amusement parks and theme parks; pachinko parlors; funeral services; wedding ceremony halls; foreign language schools; culture centers; fitness clubs; supplementary tutorial schools. | 8.9 Indices of Tertiary Industry Activity (Index) | ||||||||||||||||||||||||||||||||||||||
| Responsible agency: Economic Analysis Office, Research and Statistics Department, Economic and Industrial Policy Bureau, Ministry of Economy, Trade and Industry. Purpose: These indices have as their objective to obtain a comprehensive understanding of production activity in tertiary industries. The comprehensive index presents a compilation of a series of indices indicating the production activity embodied in the services provided by individual industries using a measure indicating the relative importance of each industry (added value) as a weight. The indices of tertiary industry activity were first published as estimates in 1976. In 1978, these estimates were verified, and the necessary improvements were made concerning the statistics used and the estimation method, and it was published as the base year for 1975. Thereafter, the base year has been revised every five years, and with additional improvements, the reference indices for 2000 were published in June 2004. [Outline of Compilation] Basic approach: The indices are calculated as production indices. The basis for the calculations consists of the following two points:
Range of coverage: The definition of a tertiary industry is any industry specified in the Japan Standard Industry Classifications that is not in the agricultural, forestry, or fisheries (primary) industry, or mining, manufacturing, or construction (secondary) industry. In addition, the indices of tertiary industrial activity exclude from coverage public service, as well as other industries which are considered more properly treated as public services. Index classifications: There are four classifications: Broad (11 series), medium (67 series), narrow (107 series), and individual classifications (93 series), plus a "comprehensive" classification, for a total of 279 series. The industrial classifications for the preparation of the Indices of Tertiary Industry Activity based on 2000 are based on the Japan Standard Industry Classification, which was revised in March 2002. However, some of the classifications used for the medium and lower classifications are not based on the said Classification. This is to ensure the continuity of the indices from those based on 1995. Moreover, the industries covered are disclosed as much as possible, including those that were not disclosed in the preparation of the 1995-based indices. Data employed in compilation of the indices: Statistical data relating to the tertiary industry sector is insufficient, and it is difficult to select data that provides an indicator of production activity on the basis of unified concepts or rules. Therefore priority is given, when selecting data for preparing the indices, to quantitative data that is indicative of production. When such data is unavailable, data indicating the monetary value of production is converted to real form before it is used. In addition, when series revealing production activity are unobtainable, data such as quantitative data that can substitute for production activity, or monetary value data that can serve as a substitute for production activity, are employe.

Correction of indices: The indices for the month are treated as preliminary indices and published. They are finalized and again published at the time of publication the following month. Moreover, at the time of publication of the indices for February every year, the figures for the previous year are reviewed. The indices are corrected in accordance with the correction of the seasonal indices, and these are published as annually corrected indices.
Responsible agency: Economic Analysis Office, Research and Statistics Department, Economic and Industrial Policy Bureau, Ministry of Economy, Trade and Industry Purpose: Indices of All Industrial Activity are for the purpose of gauging the state of production activity for all industries from the viewpoint of supply. As such, they reveal GDP from the supply side. Specifically, weights are assigned, based on relative proportion of added value (2000 Input-Output Tables) in the base year (presently 2000) for the following indices, in order to determine trends in the value added by industrial activity: Agriculture, Forest and Fisheries Production Indices (Ministry of Agriculture, Forestry and Fisheries), Construction Activity Indices (calculated by the Ministry of Economy, Trade and Industry from the Land, Infrastructure and Transportation Ministry's Comprehensive Construction Statistics), Indices of Industrial Production (Ministry of Economy, Trade and Industry), and the Indices of Tertiary Industry Activity and Indices of Public Service and Other Activity (Ministry of Economy, Trade and Industry). Calculation of indices: Series including the indices of agriculture, forestry and fisheries industry production are employed for the calculation of the annual indices of all industrial activity. However, the annual, quarterly and monthly data are calculated without figuring in the corresponding agriculture, forestry and fisheries industry production indices, which are not available. | 8.10 Trade Statistics (Statistics Obtained from Administrative Records) | ||||||||||||||||||||||||||||||||||||||
| Responsible agency: Post Clearance Audit, Investigation and Intelligence Division, Customs and Tariff Bureau, Ministry of Finance. Purpose: Trade Statistics cover all cargoes exported from and imported to Japan and are key information to understand trade activities carried in Japan. Trade Statistics are published widely for the general public to help national and other public agencies to formulate economic policies and private enterprises to carry out their business activities.
Publication: Provisional data are released monthly in the last ten days of the following month. At present, the data is only available in a press release format. A few days later, detailed data for exports and 9-digit code base provisional data for imports are released. Detailed data for imports are released one more month later. Fixed data are released around March of the following year, and the data are not changed afterwards even if an error is found. All released data are available on the Japan customs website at http://www.customs.go.jp/toukei/info/index_e.htm The Japan Tariff Association publishes such paper publications as "The Summary Report on Trade of Japan" and "Japan Exports and Imports". The applicants have to prepare a blank media and also have to pay the required fee.
