Purpose: The monthly is aimed to promptly and widely publicize the results of statistical surveys on the construction administration and the construction industry in order to contribute to the business management of related industries. Contents: Commentary on monthly trends in construction economy, commentary on monthly statistics on construction, annual survey reports, principal statistical surveys (statistical survey on construction works orders received (current survey on orders received for construction (big 50 constructors), dynamic survey on construction-related business.), statistical survey on trends in building construction, statistical survey on construction works (statistical survey on the executed construction work, the current survey on orders received for construction), monthly time series statistics (about one year) of integrated statistics on construction works, and cost indices such as construction cost deflators), related statistics Publication date: On the 10th of every month. | 7.2 Statistics on Construction Works (Designated Statistical Survey) | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||

Bureau, Ministry of Land, Infrastructure and Transport. Purpose: To identify the state of construction work and the construction industry. There are two types of surveys: an annual statistical survey on the construction work undertaken and the current survey on order received for construction. Contents: The value of the completed construction works in fiscal 2004 was 91,221.3 billion yen, a decrease of 2.6% over the previous year. Of this figure, the value of completed construction for prime contracts was 56,181.9 billion yen, similarly a decrease of 2.2%. The ratio of prime contracts to the value of completed construction was 61.6% (the value of completed construction for primary contracts over the value of completed construction). The value of the completed construction works for primary contracts by ordering entity reveals that private orders increased by 2.4%, while public orders decreased by 10.7% from the preceding year. By kind of construction, civil engineering works decreased by 8.7%, building construction increased by 0.9%, and machinery, etc. works decreased by 0.4% over the preceding year. The value of the completed construction works for primary contracts over the previous year and by type of industry shows that general construction industry decreased by 2.3%, industries by occupation also decreased by 15.8%, while the installation industry increased by 2.4% (according to the statistical survey on completion of construction work). | 7.3 Statistics on Building Construction Started (Designated Statistical Survey) | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||

Bureau, Ministry of Land, Infrastructure and Transport. Purpose: To identify the current status of building construction starts across the country so as to secure basic data on building and housing construction. Contents: In fiscal 2004, the trends in building construction starts were characterized by increase in the total floor area to 182,770,000 m2, up 3.5% from the previous year, marking an increase for two consecutive years. The construction planning costs in plan were 27,408.7 billion yen, up 1.1% from the previous year, an increase for two consecutive years. For building construction starts (total floor area) by type of investor, public sector orders decreased by 19.4% from the previous year, a decrease for eight consecutive years. In contrast, private sector orders increased by 5.2% from the previous year, an increase for two consecutive years. New housing construction saw the number of housing units starts at 1,193,038, up 1.7% from the previous year, an increase for two consecutive years. Housing construction starts (total floor area) increased by 0.6% from the previous year to 105,530,000 m2, an increase for two consecutive years. By type of housing, while the figures for owner-occupied units decreased, those for rented houses, company-rented house and built-for-sale units increased. | 7.4 Housing and Land Survey (Designated Statistical Survey) | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
| Responsible agency: Population Census Division, Statistical Survey Department, Statistics Bureau, Ministry of Internal Affairs and Communicamtions. Purpose: To identify the present state and trends of housing, land and occupancy on national and regional bases so as to obtain basic data for the formulation of housing- and land-related measures. This Survey has been implemented every five years since 1948. Since the 11th survey conducted in 1998, it has added land-related items, to change the name of survey from Housing Survey to Housing and Land Survey. Contents: According to the 12th survey conducted in 2003 (October 1), the total number of housing in Japan was 53,890,900 (with 46,862,900 occupied and 7,027,900 unoccupied). The total number of households was 47,255,300. Of the occupied housing, the number of owned houses was 28,665,900, approx. 61.2% of the total number of households. The number of rooms per housing, the total floor area (m2) per housing, and the number of persons per room were, 4.77 rooms, 94.85 m2, and 0.56 persons, respectively. The finalized data were published on the following dates: Prefectural Edition in November 2004 to March 2005; National Edition in March 2005; Major Cities Edition, Zones Edition (Tokyo, Nagoya and Osaka) and Cities Edition in April 2005. Subsequently, formal reports have been published on the following dates: Report of Housing and Land Survey, Volume I, National Edition (June 2005); Report of Housing and Land Survey, Volume II, Major Cities Edition (July 2005); Report of Housing and Land Survey, Volume III, Zones Edition (July 2005); Report of Housing and Land Survey, Volume IV, Cities Edition (July 2005); Report of Housing and Land Survey, Volume V, Prefectural Edition (February to June 2005). The Final Report of the 2003 survey which will be entitled Housing and Land in Japan, with Commentaries on the 2003 Housing and Land Survey is slated for publication in March 2006. Purpose: Examination of the situation in corporate tenure and land use, as well as corporate housing throughout Japan to obtain basic data for an integrated and effective implementation of government measures on land. Contents: As of 1 January 2003, roughly 641,000 corporations owned land, or about 34.5% of the total number of corporations (about 1,860,000). Land use of corporately-owned land for housing sites is as follows: 60.0% for buildings, 30.4% for non-buildings, and 8.8% for vacant land. [Outline of Survey] Survey date: 2003. | 7.6 Deflator for Cost of Construction Work (Index) | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||

Bureau, Ministry of Land, Infrastructure and Transport. Purpose: To convert the current cost (nominal cost) of construction work into the real cost on the cost level at a base fiscal year. Cautionary note on use: The cost of construction work is mostly on a one-material one-cost basis. Therefore, in using deflators for the conversion into real cost, the preferred method is to reach the total by accumulating one over the other by using subdivided items.
