Purpose: To depict overall major statistics on agriculture, forestry, and fisheries every year in Japan. The results of statistical surveys conducted by the Statistics Department of the Ministry of Agriculture, Forestry, and Fisheries (MAFF) are incorporated as the nucleus and supported by statistics on agriculture, forestry, and fisheries carried out by other MAFF bureaus and agencies, other Ministries and agencies, and various organizations. The publication is in both Japanese and English.

Purpose: To identify the current situation and trends of agriculture, forestry, and fisheries in Japan.

Contents: The Abstract of Statistics on Agriculture, Forestry and Fisheries in Japan (in English only) had been published since 1953. It contained principal statistics on the current situation of agriculture, forestry and fisheries in Japan. However, its publication has been discontinued. Instead, since its 2002 edition, it has been made available on an Internet site. The major items included are as follows:

Purpose: This census has been conducted since 1950 to obtain basic statistics on agriculture and forestry in Japan for their administration.  The census consists of surveys for operation on agriculture and forestry (i.e., farm households, forestry households and other types of agricultural and forestry management entities), their characteristics, labour  force, structures of management (production) and volume of resources such as cultivated land and forest area.  It also depicts the present condition of the rural communities and areas where such entities are located.  Moreover, under the international agreement on economic statistics, two types of censuses, the world census conducted every ten years, and the domestic census conducted in the fifth year after the world census, are implemented under the same system.

Contents: In the Census of Agriculture and Forestry 2005, from the perspective of the proper understanding of agricultural and forestry management, the focus of the survey was changed from a household (farm household and forestry household) to an operation as management entity. From the point of view of a comprehensive grasping of the status regarding agriculture and forestry in an regional area, the three surveys on agriculture (survey on farm household, survey on agricultural entity other than farm households and survey on agricultural service entity) and three surveys on forestry (survey on forestry household, survey on forestry entity other than forestry household and survey on forestry service entity) were integrated into one as "Survey on Operation of Agriculture and Forestry".  Furthermore, the period of the survey on forestry, which was conducted every ten years, was five years as same as the survey on agriculture.

To fully understand the multi-functionality performed by agriculture, forestry and rural communities, the survey on rural community and the survey on forestry area was integrated into "Survey on rural area," which was implemented every five years.

According to the Census of Agriculture and Forestry 2005 (rough figures), there were 2,075,000 agricultural and forestry management entities. These consisted of 1,999,000 agricultural management entities and 200,000 forestry management entities.

The forest area was 24,732,000 ha.

Until the 2000 survey: survey on farm households, survey on agricultural entities other than farm households, and survey on agricultural service entities were conducted every 5 years (as of 1 February in a calendar year ending either with "0" or "5"). The survey on forestry households, survey on forestry entities other than forestry households, survey on forestry service entities, survey on rural communities, and survey on forestry areas are conducted every 10 years (as of 1 February in a calendar year ending with "0"; the survey on forestry areas is conducted as of 1 August).

Surveys on agricultural and forestry entities: By size of cultivated land under management, by amount of proceeds from farm products, etc., the following items: number of entities, land area, planted area of crops, number raised of livestock, etc., labour force, amount of contracted work, number of agricultural machinery, etc.
Survey on rural areas: Number of agricultural communities by state of conservation of local natural resources, number of facilities using local natural resources, number of users of such facilities, area of forest land and grazing land, etc.

Publication (Name and date) of survey results: "Outline of Census of Agriculture and Forestry" is published by the end of November of the survey year. From the following year, reports and English statistical materials are published as they are compiled.

Farm Household:
  Households cultivating land of more than 10 ‘are’ with sales of farm products exceeding ¥150,000 during the past one year are defined as "farm households".  They are classified either as "commercial farm households" or as "non-commercial farm households". Those households cultivating more than 30 ‘are’ of land, with annual sales of farm products exceeding ¥500,000, are classified as ‘farmer’.

Purpose: To obtain basic materials for agricultural administration, by identifying the actual condition of management cash flow and costs of production of agricultural and livestock products respecting farm households and agricultural establishments other than farm households.

This survey has been implemented since January 2004 under a new system, through revisions such as of combining the Statistical Survey on Farm management and Economy implemented since 1995 by covering commercial farm households and the Survey on management and economy of organized agricultural management bodies implemented since 1996 by covering organized agricultural management bodies.

Contents: Since the survey of 1994, field-by-field results have been released. However, a yearbook showing the entire picture has not been issued.

Main survey items: working hours input in agriculture and agricultural production-related businesses, agricultural income, incomes from agricultural production-related businesses, incomes from non-agricultural businesses, property incomes and incomes in the form of presents through division of assets, agricultural expenditures, expenditures related to agricultural production-related businesses, expenditures related to non-agricultural businesses, property expenditures, expenditures in the form of presents through division of assets, and accidental loss. In the case of farm households, incomes in such forms as wages, salaries, annuity, gift, etc; rent and interest receipts; goods taxes and public dues, etc.

Name and date of publication: Statistics on management by type of management (quarter) is published two months after the final month of the quarter. The following statistics will be published sequentially from 2005 onwards, and their details will be made public in publications (year books): Statistics on management by type of management (yearly), Statistics on management by farming type, Statistics on commodity of management, statistics on production cost of crops and statistics on production cost of livestock.

Purpose: To examine the production of raw milk, drinking milk, and dairy products in order to provide basic data for livestock administration.

Purpose: To ascertain such items as area of cultivated land, planted (cultivated) area by crop, crop situation of main crops, forecast production, actual production, crop damage, etc.

Contents (example): The planted area of rice, for example, which is the staple crop in Japan, was around 3 million ha from 1955 to around 1970.  The area given over to rice cultivation, however, has greatly declined due to the introduction in 1970 of a full-scale production adjustment of rice to cope with excess production, which was a consequence of the declining demand for rice due to diversification of diet.

Survey items: Nationwide and regional planted areas, production, yield index, damaged area, damaged quantity, etc.

Publication (Name and date) of survey Results: Surveys are compiled during the growing season, harvest, or when damage occurs, and are released as a preliminary statistical report on agriculture, forestry, and fisheries. "Statistics on Crop" is published every September and "Statistics on Cultivated Land and Planted Area" is published every December.

Purpose: To prepare basic materials for forestry administration by assessing the actual condition of production and shipment, etc. of lumber and wood products.

Survey frequency and date (or period): Frequency: Basic survey -- yearly, monthly survey -- monthly.  Survey date: Basic survey -- every December 31, monthly survey -- the end of every month.

Survey method: Area covered: Nation.  Unit: Establishments (mills with power outputs for lumber processing of 7.5 kw or higher, plywood and veneer mills, wood chip mills (basic survey only)).  Sampling method: Random sampling (large output class [above 75.0 kw] covered by the basic survey and which are sawmills are all included).  Survey method: Enumerator survey (self- or enumerator’s entry), survey by mail (self-entry).

Tabulation items: Number of mills, number of employees, number of arrival quantity of logs by tree species, number of shipping of lumber products by utilization, output of ordinary and special plywood and wood chip, etc.

Publication (Name and date) of survey results:"Report on Supply and Demand of Lumber" is issued in December of the year following the survey. The preliminary report is issued in April of the year following the survey. The monthly reports are issued at the end of the month following the survey month.

Purpose: This census, conducted every 5 years since 1949, is designed to ascertain the overall situation of fisheries production. Fishery enterprises, fishing vessels, persons engaged in fishery, and fishery household members are identified to determine the structure of fishery production and employment in fisheries. The outline of fishing regions, fisheries environments, the living environment of fishing communities, the distribution system for fishing products, and fisheries processing plants are also determined.

Contents: Japan faces increasingly harsher conditions year-by-year due to large-scale reduction in fishing grounds due to establishment of 200-nautical mile fishing zones and the decrease in the quantity of catches caused by deterioration of the level of fishing resources in Japanese waters. In addition, even in the open seas over which no country claims jurisdiction, fishing control has been tightened to protect marine life and preserve marine ecology. These have led to a yearly decline in the number of persons engaged in fishery, noticeably among the younger generations, and current persons engaged in fishery are aging or retiring.  This situation has sparked anxiety about decline in fishery production and vitality of fishing villages.

The 11th fishery census (2003), which took account of such a situation was implemented to determine changes in fishery production and structure of employment in fisheries in order to furnish necessary and accurate data for calculating administrative measures and to consolidate regional statistics on fisheries. These measures contribute to regional utilization of statistics, while consolidating populations of various fishery statistics.

According to the results of the 11th fishery census, there were 132,417 marine fishery enterprises. It was a decrease by 12.1% from the 1998 survey.  The number of fishery households also decreased by 17.8% to 49,888, and the number of persons engaged in fishery also fell by 14.0% to 238,371

Tabulation items: Marine fishery enterprises, the number of fishing vessels and tonnage, the number of fishery households, fishery household members, persons engaged in fishery, and fishing boat crews, living environment of fishery districts, environments fishing grounds, angler, fish markets, processing plant, freezing and refrigerating plants.

Publication (Name and date) of survey results: A preliminary report is released by the end of August of the year following the survey. Basic statistics are released in the year following the survey year. Two years after the survey, the second aggregates, summary, and statistics in English are made public.

Purpose: To determine the input condition of production methods and investigating operation and production in marine fisheries and marine culture in Japan.  As basic data on fisheries administration, the statistics are widely used for identifying trends in fishery and marine resources, planning the promotion of fisheries, preparing for Food balance Sheet, and preparing materials for international negotiations on fisheries.  For inland water fisheries and inland water culture, which are considered separately from this survey, an approved statistical survey on catches and culture production of inland water fishes is conducted once a year, January-March (complete enumeration).

Purpose: The Food Balance Sheet is being prepared every fiscal year based on an FAO (Food and Agriculture Organization of the United Nations) manual. In order to figure out grasp such matters as the general situations of food supply and demand, nutritional level and structure, and changes in the food consumption structure, it is designed to identify the total volume of food nutrition supplied in Japan from their production to final consumption, and to indicate the per capita net food supply and nutritional volume. It serves as the basis of the calculation of the food self-sufficiency rate.

Contents (example): The self-sufficiency rate in Japan has declined over the years. The self-sufficiency rate of supplied calorific value (domestically-produced calorific value per capita/day / supplied calorific value per capita/day) was 40% in 2003, and the grain self-sufficiency rate (volume of domestic grain production / volume of total grain consumption) was 27%, a decline of 33 points and 35 points from fiscal 1965, respectively. The net consumption of the main food items per capita/year indicates that the consumption of rice has declined from 111.7 kg to 61.9 kg, while the consumption of other items as mentioned below has increased drastically: meat from 9.2 kg to 28.2 kg, milk and dairy products from 37.5 kg to 93.0 kg, and oils and fats from 6.3 kg to 15.0 kg in this period.

Thus, while the consumption of rice has declined over the years despite its high self-sufficiency rate, the consumption of livestock products which depend on imported feed, and that of oils and fats, which depend on imported raw materials, has been increasing. The decline of food self-sufficiency rate in Japan is the change in diet.

Preparation of Report: As a rule, the Food Balance Sheet is being prepared based on the FAO manual for the preparation of the food balance sheet. However, most of the figures for the table-top items are either values surveyed or estimated by the Ministry of Agriculture, Forestry and Fisheries.

Tabulation items: The Food Balance Sheet consists of the following tables and items:
1. The food supply and demand sheets by fiscal year  ; 2. Accumulated annual sheets by table item  ; 3. Accumulated annual sheets by food item  ; 4. Accumulated annual sheets by main item ; 5. Related indices 6. Reference tables.

Publication (Name and date) of survey results: Around March two years following the reference year of the survey.

Purpose: Index numbers of agricultural, forestry and fishery production, and their total "the comprehensive index numbers of agricultural, forestry and fishery production" are indicators for macro-wise grasping the trends of production in agriculture, forestry, and fishery.  They are prepared annually based on annual indices.

Breakdown of the index: Index Numbers of Agricultural, Forestry and Fishery Production is Composed of the following indices

Base time and the year of calculation of weight: 2000 (however, the years for the calculation of the weights for the fisheries index are 1999 and 2000)

Items used for the calculation: The items used for the calculation were those for which the yearly output statistics could be obtained, and those having shares of 1/10,000 or more in the output by sector namely agriculture, forestry and fisheries.

The combined Index Numbers of Agricultural, Forestry and Fishery Production was calculated using 307 items, with the breakdown being 162 items for Index Numbers of Agricultural Production, 19 items for Index Numbers of Forestry Production, and 126 items for Index Numbers of Fishery Production.
