Purpose: This yearbook provides basic data on the current state and transition of Japan's labour economy and labour situations for the study of labour issues. The Ministry of Health, Labour and Welfare prepares the major statistics, which contain labour statistics compiled by related government offices and from abroad.

Contents: 1) Labour Economic Indicators 2) Employment and Unemployment 3) Wages 4) Welfare 5) Working Hours 6) Industrial Accidents and Occupational Health 7) Living Conditions of Working Persons 8) Social Insurance 9) Labour Relations 10) International Labour Statistics.  The purpose of the survey, scope of survey, survey items, period of survey, definition of terminology related to the main labour statistical surveys can be found in the appendix to the yearbook.

Purpose: This bulletin aims at publicizing the provisional results of statistical surveys on the labour economic sector, made available after release of the preliminary report (press release) and publication of detailed data (report).

Contents: This monthly bulletin is composed of ① Trends in the labour economy ② Labour Economic Indicators (active opening rate, ratio of unemployed in labour force, etc.) ③ Thesis, reports, etc.

Publication date: Within the last ten days of every month.

Language: Only Labour Economic Indicators is in both Japanese and English.

  3.3 Labour Force Survey (Designated Statistical Survey)

  Responsible agency: Labour Force Statistics Office, Population Census Division, Statistical Survey Department, Statistics Bureau, Ministry of Internal Affairs and Communications.

Purpose: This survey is conducted to obtain basic data necessary for developing economic policies and countermeasures for unemployment by giving a clear picture of employment and unemployment such as the employment by industry, working hours and the situation of unemployment, etc.

Contents: The average number of unemployed in 2005 was 2.94 million, decreased by 190,000 from the previous year.

The ratio of unemployed in labour force (ratio of unemployed person in labour force) exceeded 4% in 1998 in annual average. It further rose to 5.0% in 2001 and 5.4% in 2002. However, it declined for three consecutive years, to 5.3% in 2003, 4.7% in 2004 and 4.4% in 2005.

Based on the 2005 annual average, the number of employed person was 63.56 million, increasing for the second consecutive year. The average number of employee was 53.93 million, which is a record high.

Purpose: The Purpose of the survey is to investigate employment/unemployment in Japan and present detailed statistics on the status of the employment structure of the population in Japan, the attitude to employment, and the changes in employment, both at the national and the regional levels.

Contents: According to the survey in 2002, among 109,175,000 of those 15 years old and over, the number of working persons was 65,009,000. This was an decline of 3.0% from the survey in 1997 (5 years ago).

The rate of working persons was 59.5%, a drop of 3.3 points from 1997. By sex, the rate is 72.0% for male and 47.9% for female, a decline of 4.3 and 2.2 points from 1997, respectively.

For the rate working persons by sex and age groups, the rate for males is high at over 90% in every age group from the first half of their 30's to the first half of their 50's, the rate, however, becoming declining in younger and higher age groups. The rates assume the shape of a trapezoid. The rate for females bottoms at (56.8%) in the first half of their 30's, and is characterized by the so-called M-letter figure.

In comparison with 1997, the rate for males declined for every age group. For females, the rates for the two age groups "25-29" and "30-34" increased by 4.4 points and 2.4 points, respectively, but the rate for the group of "20-24" year-old females declined by a significant 3.9 points.

Population Census, Labour Force Survey, and Employment Status Survey
-- Differences in Data on Employment
  The Population Census, Labour Force Survey, and Employment Status Survey all have data related to employment. The Population Census is conducted every five years and therefore covers only basic features, such as employment status, industry, and occupation. It is useful, however, to regional political administrative units such as prefectures, etc. The Labour Force Survey is carried out every month. The scale of the survey, however, is small since it is mainly intended to ascertain the recent trends in employment through time. In contrast, the Employment Status Survey covers, in addition to fundamental items, attitudes to employment, such as days at work, desire to work, additional employment, and wish to change jobs, and income, etc. It sizes up the state of the unemployed and quasi-unemployed, thereby providing detailed information on the structure of employment in Japan. These results can be used for national and regional purposes.

The Unemployed
  Persons who did not work at all during the survey, but are currently ready and able to work if work were available and who were actively seeking a job or preparing for the start of their own business (including persons waiting for the results of job applications), excluding employed workers.

Unemployed persons are classified according to their reasons for initiating a job search, as follows:
(a) Those who are forced to quit: Factors attributed to the workplace such as personnel reduction, business slump, age-limit, etc. and therefore started job search
(b) Those who voluntarily quit their job: Personal or family reasons and therefore started job search
(c) Junior, senior high school, and university graduates who are not employed:
  Started job search after graduation from school
(d) Others: Started job for search for other reasons

Determining Employment Status
  The Population Census and Labour Force Survey determines employment status by actual method based on conditions in a given week. In contrast, the Employment Status Survey determines employment status by utilizing usual methods, rather than depending on conditions in a given period. In other words, it looks at a job that had been continuously and is still available as of the survey and whether that job will continue in the future. This method has been adopted because the usual method, which covers ordinary conditions, is considered better at determining real conditions during a limited period for those engaged in unstable employment due to, for instance, short working hours and small income, etc., than the actual method (in which temporarily employed during the period of the survey or those who worked one hour in the period of the survey are included in the ranks of the employed). It is important to note the difference in definitions of "employed" or population not in the labour force under Population Census or Labour Force Survey and "working persons or non-working persons" under the Employment Status Survey.

Purpose: This is a survey to determine month-to-month changes in nation-wide and prefectural employment conditions, and wages and working hours from a survey on business establishments.

Contents (example): According to the results of the 2005 survey, the total cash earnings per month per regular employee at establishments with 5 or more employees was ¥ 334,910. This was an increase by 0.6% from the previous year and an increase for the first time in five years.  Real wages also increased by 1.0% also for the first time in five years. The total amount of cash earnings consisted of scheduled cash earnings of ¥ 253,497, an increase by 0.2% from the previous year, and unscheduled cash earnings such as overtime pay of ¥19,305, an increase by 1.6% from the previous year. Special cash earnings including bonuses were ¥ 62,108, an increase by 2.1%. The total cash earnings per month per regular employee at establishments with 30 or more employees, where long-term comparisons are possible, were ¥ 380,438, an increase by1.0% from the previous year.

The annual total of actual working hours at establishments with 30 or more employees was 1,829 hours, a decrease by 11 hours from the previous year and a decrease for two consecutive years. The scheduled working hours was 1,680 hours, down 11 hours from the previous year, and a decrease for two consecutive years. The unscheduled working hours was 149 hours, more or less the same level as previous year. The annual total of actual working hours at establishments with 5 or more employees was 1,802 hours, down 14 hours from the previous year, and a decrease for two consecutive years.

Establishment with 5 or more and below 29 regular employees -- enumerator survey (enumerator’s entry), online survey.

Tabulation items: Average monthly cash earnings per employee by industry, by size of establishments, sex, and type of employment; average monthly working hours per employee; average number of work days per employee; monthly employment rate, retirement rate, etc.

Purpose: This survey seeks to identify annual wages and salaries at firms in the private sector by salary rank, size of establishment, and size of firm. It also simultaneously uses basic data to assist in the estimation of tax revenue, consideration of the tax burden, and tax administration management, etc.

Contents: According to the survey results for 2004, the number of wage earners who were such workers as of 31 December 2004 and who worked throughout the year was 44,530,000. They earned a total income including bonuses of ¥ 195,411 billion, with a per capita average income of ¥ 4,388,000.

The growth rates of the average salary have remained low during the ten-year period since 1996 due to such factors as the sagging economy after collapse of Japan’s "bubble economy". Since 1998, they have declined for seven consecutive years.

When using the results of this survey, please note that the sampling values obtained from the sampled establishments and wage earners were multiplied by the respective inverse numbers to each sampling so as to calculate the entire number of wage earners as well as the total salary and wages.

Survey frequency and date (or period): Frequency: Yearly. Date: End of every February (based on data obtained at the end of December of the preceding year).

Survey methods: Area covered:  Nation.  Unit:  About 285,000 employees (excluding 1) public officials, employees of public corporations and public finance corporations, 2) employees of establishments where all the employees have no withholding tax, and 3) personnel whose wages are calculated on a daily or hourly basis on the day they worked and are paid on the same day) selected from among roughly 21,000 establishments chosen from across the country.  Sampling method:  Random sampling.  Survey method:  by mail and online (self-entry).

Tabulation items: Number of wage earners, total amount of wages and salaries (including bonus, etc.), average wage or salary, number of employees qualifying for various deductions and exemptions from taxable income, and number of withholding Agents.

Purpose: This survey aims at clarifying the actual condition of the salaries of local government employees and basic data concerning salary systems.

Contents: The average monthly salary from this survey, classified by educational background and length of experience, contributes to calculate the Laspeyres Index, which shows salary levels of local government employees in comparison with national government employees.

After recording the highest (110.6) in 1974, the Laspeyres Index has continued to decline as shown by the data in the latest three surveys of 1993 (102.4), 1998 (101.3), and 2003(100.1).

Purpose: This survey aims at obtaining a clear picture of the actual condition of wages of regular employees of major industries by type of employment, system of work, type of job, gender, age, school background, length of service and length of work experience.

Contents: The average wage for both sexes in 2005 (the scheduled cash earnings for June, the same applies hereinafter) was ¥ 302,000 (average age of 40.7 years, and an average of 12.0 years of service), which was an increase by 0.1% from the previous year and an increase for the first time in four years. By sex, men earned ¥ 337,800 (average age of 41.6 years, and an average of 13.4 years of service), up 1.2%. Women earned ¥ 222,500 (average age of 38.7 years, and an average of 8.7 years of service), which was down 1.4%. The hourly wages of short-term workers by sex were ¥ 1,069 for men and ¥ 942 for women.

Tabulation items: Contractual cash earnings by age group; scheduled cash earnings, annual bonus and other special cash earnings; scheduled cash earnings, annual bonus and other special cash earnings by age group and by length of service; number of employees by age group and scheduled class of cash earnings; scheduled cash earnings, annual bonus and other special cash earnings by occupation, sex, age group and length of experience; initial earnings of new graduates; scheduled cash earnings, annual bonus and other special cash earnings per hour for short-term workers by age group; number of workers ranked by scheduled cash earnings per hour.

Purpose: This survey aims at obtaining a clear picture of the actual status of labour mobility between industries, size of establishments, job grade, and regions through examining entry/exit behavior of the labour force in major industries, as well as previous job and reasons for entering and leaving labour force for persons who voluntarily quit their former job and obtained another job.

Survey frequency and date (or period): Frequency: Biannually.   Date and period: July 1 - 31 for the first half year and the next year's January 16 to February 15 for the second half year.

Survey method: Area covered: Nation.  Unit: Establishments with 5 or more regular employees in the following industries: mining, construction, manufacturing, utilities (electricity/gas/heating and water), information and telecommunications, transport, wholesaling and retailing, finance and insurance, real estate, restaurants and hotels, medical and welfare services, educational services, educational support services, combined services, other services (excluding domestic work and official duties for foreign affairs); persons who entered and left those establishments during the survey period.  Sampling method:  Random sampling.  Survey method:   Enumerator survey (on-the-spot self-entry).

Tabulation items: Number of regular employees by industry, size of enterprise, sex, type of work, and by type of employment; number of regular employees by industry, sex, and by age group; number of persons who entered labour force by size of enterprise, age group, sex, work experience, and by type of employment; numbers of persons who entered labour force by industry, sex, and by age group; number of persons who left labour force by industry, size of enterprise, sex, work experience, and by educational level; number of persons exiting labour force by occupation, sex, work experience, and by educational level.

II   Payment: status of payment by fiscal year and month; status of payment by prefecture and industry; average payment by fiscal year and month (only for the monthly report); average amount of payment by prefecture and industry (only for the monthly report).
III   Number of fundamental rights to pension benefits: by prefecture (for the monthly report only); for support, e.g. education of children whose parent(s) had a work-related injury; number of beneficiaries (for the monthly report only); number of pension beneficiaries by prefecture and industry.
IV   Amount settled, receipt: amount settled and receipt of insurance fee by prefecture and industry.
