  Responsible agency: Population Census Division, Statistical Survey Department, Statistics Bureau, Ministry of  Internal Affairs and Communications.

Purpose: This basic national survey is conducted every five years on long-term residents in Japan to ascertain actual population status. In accordance with the Statistics Law, the large -scale census is conducted every 10 years, and a simplified census is carried out in the middle of the intercensal period, or every five years. The 2005 census was a simplified census.

Contents: According to the population census of 2005 (preliminary report based on summary tables), the population of Japan stood at 127.76 million and the average annual rate of population growth in the five years from 2000, the year of the previous census, to 2005 was 0. 1%. Compared to the population estimate conducted a year prior to the 2005 census (October 1, 2004), this was a decrease by about 20,000. It is seen that the population of Japan has started to decrease.

The 2005 census was a simplified census. The difference between this census and the large-scale census of 2000 was reduction of the number of survey items to 17. The following five items were deleted: "Length of residence at the present address", "Place of residence 5 years ago", "The state of education such as school attendance and graduation", "Transportation to the place of work or school", and "Types of household income".

Population statistics during the intercensal period were obtained from documents such as Vital Statistics, Statistical Survey on Legal Migrant and Internal Migration in Japan, which were derived from the Basic Resident Registers, etc., and are used to estimate the total population every month, and to estimate population by age, sex, and population by prefecture, and sex, as of 1 October every year. The results are made public by the Ministry of Internal Affairs and Communications

Census reference dates: 1920, 1925, 1935, 1940, 1947, 1950, 1955, 1960, 1965, 1970, 1975, 1980, 1985, 1990, 1995, 2000, 2005.

Survey frequency and date (or period): Frequency: every five years.  Survey date: The survey is conducted every five years, as of 0:00 a.m. on October 1st. Surveys concerning employment are conducted during the week beginning on 24 September. In 2005, the 18th survey was carried out..

Survey methods: Area covered: Nation. Unit: Household and individual. Sampling method: Complete enumeration. Survey method: Enumerator survey (collect self-entry questionnaire distributed to every household)

Tabulation items: Population by age, sex, and marital status; commutation of population to place of work or to school; population of the labour force; employment status by industry/occupation; population by socio-economic status; household by type/family/income; dwelling by type/tenure/building method/space, etc.

Name and date of publication and release methods: The 2005 survey of Japan’s population by prefecture and municipality using summary tables was made public as a preliminary report and issued in December 2005. In June 2006, the results according to the national and prefectural population by sex, age, industry, and occupation, and household structure, using a sample tabulation rate of 1%, were released, and the report was published. Thereafter, the following reports will be published: "The First Basic Complete Tabulation" (sex, age and marital status of population, household dwelling structures and housing conditions) (by October 2006); "The Second Basic Complete Tabulation" (status of labour force of employed persons by major industry) (by January 2007); "The Third Basic Complete Tabulation" (Occupation of employed persons by major occupation categories, types of household) (by December 2007).

Population estimates prior to the Population Census
  The first population census was conducted in 1920. Until that time, the Cabinet Bureau of Statistics had compiled population estimates starting in 1872.
  The population from 1872 to 1898 was estimated on the basis of the resident population as of March 8, 1872, with a year-end adjustment for live births, children leaving home, and subsequent registrations, and subtracting deaths and removals from the registry, as well as Japanese nationals living overseas.
  Beginning in 1899, the population was estimated on the basis of the Japanese population in Japan, obtained from the Population Census taken as of October 1, 1920, by retroactively adding to or subtracting from it the live births, deaths, children leaving home, registrations, removals from registry, and migration of Japanese nationals to and from abroad which had occurred before the end of September 1920.
  The above two estimated population series were adjusted to obtain compatible results, first by allotting the discrepancy proportionately between the two series for the year 1899 according to the respective magnitude of increase during the period from 1872 to 1898 and the period from 1899 to 1920, and second by proportional allotment according to the yearly increase in magnitude.

Densely Inhabited Districts (DID's)
  For the statistical presentation of urban and rural areas, "all shi(cities)" and "all gun"(that is, machi(towms) and mura(villages)) used to be generally employed in Japan. However, after the Town and Village Merger Acceleration Law was enacted in 1953, the area of "all shi" was considerably enlarged through absorption of neighbouring machi or mura into central shi as well as the establishment of shi by the amalgamation of former machi or mura. In consequence, many shi came to encompass sparsely inhabited agricultural areas in their jurisdiction. In this sense, "all shi" became inappropriate to represent the characteristics of urban area anymore. Under these circumstances, the Densely Inhabited District(DID) was introduced in the 1960 Population Census by the Statistics Bureau. The DID is defined as an area which is group of contiguous Basic Unit Blocks each of which has a population density of 4,000 inhabitants or more per square kilometer, or which has public, industrial, educational and recreational facilities, and whose total population is 5,000 or more within a shi, ku, machi, or mura.

Private Households and Ordinary Households
  The definition of the household may differ with each survey. For the population census, however, since the first survey in 1920, household has been classified as either "ordinary household" or "quasi-household". "A group of persons sharing living quarters and living expenses" and "a person who lives alone by occupying a dwelling house" are included in the term "ordinary household"; whereas "a person residing together with the household above but maintaining a separate budget, a person in a boarding house, and a person living in a dormitory for unmarried employees of a company, cooperation, store, and government, etc." and "residents in a hospital or in a social institution" are included in the term "quasi-household". Household statistics have been made based on these classifications. But, since the survey in 1970, household statistics have been made mostly on the classifications of "private household" and "institutional household". "Private household" encompasses "ordinary household" and that part of the definition of "quasi-households" that includes a person residing in a rented room or in a dormitory for unmarried employees. A quasi-household other than those classified under "private household" above is considered as an institutional household.

  2.2 Vital Statistics (Designated Statistical Survey)

  Responsible agency: Statistics and Information Department, Minister's Secretariat, Ministry of Health, Labour and Welfare.

Purpose: This statistical survey covers five events namely live births, deaths, fetal deaths, marriages, and divorce. It is used to track population trends and obtain basic materials for the implementation of population, health and labour administrative policies and measures.

Contents: According to the vital statistics for 2004, the various rates are as follows (per population of 1,000 for live births, deaths, marriages, and divorce; per 1,000 live births for infant deaths; and per 1,000 births (live births + fetal deaths) for fetal deaths): birth rate 8.8, death rate 8.2, infant death rate 2.8, fetal death rate 30.0, marriage rate 5.7, and divorce rate 2.15.

The death rates by cause of death (per population of 100,000) show that cancer ranks at the top at 253.9, followed by heart diseases 126.5 and cerebro-vascular diseases 102.3. These three causes account for about 60% of all deaths.

The total fertility rate (the total of birth rate by women aged 15 to 49, assuming that a woman gives births at this rate) was the same as last year's 1.29.

Survey year: Since 1899.

Survey period and coverage: From January 1 to December 31 of the survey year, and cases notified to the heads of municipalities by January 14 of the next year.

Survey methods: Area covered: Nation. Unit: Municipality. Sampling method: Complete enumeration. Survey Method: Municipal heads who are notified of births, deaths, still-borns, marriages and divorces fill in "Vital Statistics Survey Forms" based on such notifications, and send them to the relevant health center. The health centers compile the Forms submitted by the municipalities, and send them to the prefectural government every month. The prefectural governments inspect the Forms submitted by the health centers, and send them to the Ministry of Health, Labour and Welfare.

Tabulation items: Live births, birth rates, total fertility rate, birth rates by sex, average weight of newborns, deaths, death rates, death rates by sex, infant mortality, infant mortality rate, neonatal deaths, perinatal mortality, deaths by cause, deaths from traffic accidents, still-borns, still-born rate, still-borns by sex, marriages, marriage rate, first marriage rate, average age of marriage, remarriage rate, age difference between couples, divorces, divorce rate, average period of living together, etc.

Name and date of publication : The monthly data are released as "A Prompt Report on Vital Statistics" two months following the month the survey was conducted, and "A Monthly Report on Vital Statistics" is released five months after the survey. The reports "The Vital Statistics I, II, III" that have compiled the finalized figures are also published. These are available in CD-ROMs and CD-Rs.

  Responsible agency: Population Census Division, Statistical Survey Department, Statistics Bureau, Ministry of Internal Affairs and Communications.

Purpose: To provide data on internal migration in Japan based on records of the Basic Resident Registers Law which the head of each municipality is responsible for preparing in accordance with the Law of the Basic Resident Registers.

Contents: Data on internal migration in Japan is obtained by previous addresses (Prefectures, special wards of Tokyo, 14 large cities [Sapporo, Sendai, Saitama, Chiba, Yokohama, Kawasaki, Shizuoka, Nagoya, Kyoto, Osaka, Kobe, Hiroshima, Kitakyushu, and Fukuoka], and foreign countries) and by the number of male and female immigrants. The total number of migrants within Japan during the year 2005 was 5,601,560. A breakdown shows 2,999,912 intra-prefectural migrants and 2,601,648 inter-prefectural migrants, and by sex, 3,003,271 males and 2,598,289 females.

Reference date: Since 1954.

Survey frequency and date: Frequency: Quarterly until March 2005, monthly from April 2005.  Survey date: Until March 2005: End of following month of every quarter. From April 2005: early next month.

Survey methods: Area covered: Nation. Unit: Municipality. Selection: Complete enumeration. Sampling method: Acquisition and tabulation of data of the Resident Registry Network System.

Tabulation items: The total number of migrants, the number of intra-prefectural and inter-prefectural migrants, the number of migrants leaving for other prefectures, the number of migrants entering from other prefectures, and the rate of increase from the previous year (or month), sex rate, etc.

Name and date of publication: The results were published in "Quarterly Report on Internal Migration in Japan Derived from the Basic Resident Registers" until March 2005, and in "Monthly Report on Internal Migration in Japan Derived from the Basic Resident Registers" from April 2005. They are also published in the "Annual Report on Internal Migration in Japan Derived from the Basic Resident Registers".

Purpose: Data on the national population of Japan as of the first day of each month is estimated by dividing the population by sex, by age group, total population, and Japanese population.

Contents: According to the Monthly Report of Current Population Estimates of March 2006, the total population of Japan as of 1 March 2006 was approximately 127,650,000, with the male population standing at 62,260,000 and female at 65,390,000. The estimated total population as of 1 November 2005 was 127,811,000, males 62,354,000 and females 65,457,000. Based on these estimated figures, the Japanese population comes to 126,246,000, males 61,626,000 and females 64,619,000.

[Outline of Report]

Method: Population Census is conducted every five years.  However, the intercensal population is calculated as the "estimated nationwide population by 5-year age groups and by sex" as of the first day of every month. Based on the final values verified by the Population Census as its basic figures, the estimation is made by progressively adding to and deducting from the basic figures the number of births, deaths, and migrants entering and leaving the country during the subsequent month. The Japanese population is adjusted according to increase and decrease in the change of nationalities. Births and deaths are based on figures provided by Vital Statistics. In other words, figures such as final values 5 months and preliminary values 4 months and 3 months, respectively, retroactive to the latest estimate month are used. For values two months and one month prior, approximate values of the same months of the previous year are used. Figures carried in a Monthly Report on Current Population Estimates are therefore approximate values for the month, the final figures representing four months prior.  In addition, the "estimated nationwide population by 5-year age groups and by sex" and "estimated population by prefecture, 5-year age groups and by sex" are calculated as of 1 October every month.

Tabulation items: Monthly Report on Current Population Estimates - Estimated nationwide population, by sex and 5-year age groups (for the total population and the Japanese population). Estimation as of 1 October - population as of 1 October by 1-year age group, sex, and population by prefecture, 5-year age groups, sex, etc.

Name and date of publication: A "Monthly Report on Current Population Estimates" is published within the month. However, it is not put on the market. The population estimated as of 1 October each year, "Population Estimates Series", is released in May or June of the following year. Revised data at every five years are published in a "Population Estimates Series".

Language: "Monthly Report on Current Population Estimates" is written in both Japanese and English. The outline of "Population Estimates Series" is written in Japanese only, but the summary and the statistical tables are written in both Japanese and English.

Purpose: To project the long-term trends of the population of Japan.

Contents: The national population by sex and age is estimated based on the Population Census conducted every five years. The total population of Japan as of 1 October 2000 was 126,930,000. According to the recent intercensal estimate, Japan's total population will keep growing, peaking at 127,740,000 in 2006. The total population will then start to decline, to 100,590,000 by 2050 which is the final year of the projection period. A reference estimate shows that it will decline to 64,140,000 by the year 2100.

[Outline of Compilation]

Projection method: The projection is made using the Cohort Component Method. (A method of estimating future population. Breaking down the population by sex and age and using a base year as a starting point, an estimate is calculated by applying to the assumed age-specific birth rate of women, survival rate by sex and age, and international migration rate by sex and age.)

Tabulation items: Transition in the total population, change of ratio of the population of persons over 65 years old, comparison of population pyramids, transition of crude birth rate/ crude death rate/natural growth rate, change in the number of natural birth/natural death/natural growth, etc.

Name and date of publication: An outline was published in January 2002, and "Population Projection for Japan" was published in March 2002. Also available in CD-ROMs.

Language: Only the front cover is written in Japanese and English. The contents are in Japanese only.

Purpose: This survey provides data on the entry and exit of both Japanese and foreigners and serves as a basic reference to assist in administrative policy on control of entry into and departure from Japan.

Contents: The total number of legal migrants who entered or departed Japan in 2005 was 49,803,437, an increase by 2,454,968 (5.2%) from 2004.

The breakdown was 34,729,714 Japanese and 15,073,723 foreigners. Japanese increased by 1,086,512 (3.2%), and foreigners also increased by 1,368,456 (10.0%).

The total number of migrants into Japan was 24,907,608, with the breakdown being 17,326,149 Japanese (share: 69.6%) and 7,581,459 foreigners (share: 30.4%). Japanese increased by 514,059 (3.1%) from 2004, and foreigners also increased by 689,526 (10.0%). The total number of people who left Japan was 24,895,829, with the breakdown being 17,403,565 Japanese (share: 69.9%) and 7,492,264 foreigners (share: 30.1%). The number of Japanese migrants increased by 572,453 (3.4%), and the number of foreigners also increased by 678,930 (10.0%)

Purpose: This survey is conducted to collect data on the status of residence of foreigners registered under Alien Registration Law, and to provide a basic reference source to fairly administer control of foreign residents in Japan.

Name and date of publication: The data is made public in "Statistics for Foreign Residents in Japan" (published every July by Immigration Bureau, Ministry of Justice), and in "Annual Report of Statistics on Legal Migrants" (published every June by Judicial System Division, Judicial System Department, Minister's Secretariat, Ministry of Justice).

Purpose: For national and local governments to plan, prepare and promote urban planning, regional development, disaster prevention and environmental plans, it is necessary to obtain statistics for areas which are smaller than municipalities (such as villages).

The Grid-Square Statistics are composed of statistical data of each region which is subdivided without gaps according to latitudes and longitudes.

The grid-square is used to show statistical data, together with numerically transformed information about location and coverage of various characteristics such as graphical features, natural environment, administrative area, roads and railways, public facilities, cultural assets, etc. This statistical method which shows or analyzes information by grid-square and is composed of the numerical data and information is useful in a variety of operations and fields.

Contents: The unit of area subdivided by grid mesh of about 1 km square is called  standard grid-mesh and shows various statistical data. Statistics Bureau, Ministry of Internal Affairs and Communications has been organizing  the data of the Population Census and the Establishment and Enterprise Census into further subdivided 1/2 grid-square meshes measuring approx. 500m x 500m.

Population by age, the number of employees by industry and occupation, the number of households by size of a household, and the number of households by type of building are integrated into a grid-square statistic. This is an example based on the Population Census on population and households, etc. The number of establishments and employees by industry and by number of employees are integrated into a grid-square statistic. This is another example based on the Establishment and Enterprise Census regarding members of establishments and employees. A typical grid-square statistics compiled from the linked results of the Population Census and the Establishment and Enterprise Census is the estimation of daytime population per each grid-square statistic, and calculating the ratio of the number of establishments, etc. per population.

Survey frequency and date: Since 1969.

Statistical methods: The nation is divided into 1/2 grid-square meshes measuring approx. 500m x 500m (approx. 1.5 million meshes). The data of the Population Census and Establishment and Enterprise Census are inserted into each grid-mesh.

Name and date of publication: Copies of data tables and Grid-Square Statistics Map (publications) are available for grid-mesh statistics. A corporate foundation also provides the data in magnetic medium.

Purpose: The table shows functional data by age on death rate, the number of survivals, and the life expectancy, in the process of death of a group of the same live births that occurred simultaneously at a time. This is aimed at a close analysis of the state of deaths, assuming that the condition of deaths in the base year of the Table is constant.

Contents: According to the 19th Life Tables (Complete Life Tables) of 2000, the life expectancy was 77.72 years for men and 84.60 years for women. Life expectancy increased by 1.34 years for men and 1.75 years for women compared to the 18th Life Tables (Complete Life Tables) of 1995. The death rates have declined for both sexs and for most age groups. However, it must be noted that the 18th Life Table reflects the effects of the major earthquake that occurred in Kobe.

According to the Abridged Life Tables of 2004, the life expectancy was 78.64 years for men and 85.59 years for women. In comparison to the 2003 Abridged Life Tables, the life expectancy increased by 0.28 year for men and 0.26 year for women. The gap in the life expectancies between men and women was 6.95 years, decreasing by 0.02 year compared to 2003. Analyzing the growths of life expectancies for 2004 by cause of death shows that while cerebrovascular diseases, cardiovascular diseases, pneumonia and suicides increased both genders' life expectancies, cancers decreased the overall life expectancy.

Method of compilation: To compile Complete Life Tables, life-related functional data such as death rate, the number of survivals, and the life expectancy are calculated by age, based on the final values of Vital Statistics and population by Population Census. Simplified Life Tables are compiled using the approximate number of Vital Statistics and the expected number of population as of October 1 for life related functional data such as death rate, the number of survivals and the life expectancy are calculated per age.

Life expectancy, stable population, rate/number of survivals, rate/number of deaths, death force. (However, the Abridged Life Tables do not tabulate survival rate and death force)

Name and date of publication: The Complete Life Tables are published around February two years after the Population Census, and the reports are published as "Life Tables" around July. The abridged life tables are published around July of the year following the year concerned, and the reports are published around October as Abridged Life Tables.

Language: English versions of the outline of compilation and outline of results of analysis are available. The Life Tables are available in both Japanese and English.
