Summary of the Results of Internal Migration in 2009

The number of inter-prefectural migrants has decreased for 14 straight years, the rate of the migration was 1.96% which was the lowest in the record
- The number of Japanese internal migrants was 5,300,025 persons and the rate of migration was 4.21%, a decrease for 6 straight years.
- The number of Japanese inter-prefectural migrants was 2,469,579 persons and the rate of migration was 1.96%, a decrease for 14 straight years. The rate was the lowest record in the past.
- The number of Japanese intra-prefectural migrants was 2,830,446 persons and the rate of migration was 2.25%, a decrease for 6 straight years.
The decrease range of net-migration in Tokyo-to has expanded to over 20,000 (a first increase in 22 years since 1987)
- Regarding the net-migration for prefectures, 10 prefectures had plus net-migration: Tokyo-to (56,220 persons), Chiba-ken (21,692 persons), Kanagawa-ken (21,466 persons), and so on. Among these prefectures, 4 prefectures changed from minus to plus, compared with the previous year. The number of plus net-migration for Tokyo-to decreased for 2 straight years. The decrease exceeded 20,000 persons for the first time in 22 years. The number of plus net-migration in Aichi-ken has decreased for 3 straight years. The decrease exceeded 10,000 persons for the first time in 34 years. The rate of the net-migration in Tokyo-to (0.45%) had the highest plus rate, followed by Chiba-ken (0.36%) and Saitama-ken (0.26%), and so on.
- On the other hand, 37 prefectures had minus net-migration in 2009 (41 prefectures in 2008): Hokkaido (12,178 persons), Fukushima-ken (7,909 persons), Aomori-ken (6,599 persons) and so on. The rate of the net-migration in Aomori-ken (0.48%) had the lowest minus rate, followed by Iwate-ken (0.42%) and Akita-ken (0.42%).
- The difference between Tokyo-to (56,220 persons) which had the highest plus number of net-migration and Hokkaido (12,178 persons) which had the lowest minus number, was 68,398 persons. It reduces to 60,000 persons level for the first time in 10 years since1999.
The net-migration for 3 major metropolitan areas decreased 50,000 persons and Nagoya area changed to minus net-migration
- The net-migration for 3 major metropolitan areas (Tokyo Area, Nagoya Area and Osaka Area) had a plus net-migration of 104,369 persons for 14 straight years since 1996. Compared with the previous year, net-migrations decreased 49,709 persons in the areas.
- The Tokyo Area had a net-migration of plus 117,461 persons. The rate of net-migration was 0.34%, down 0.10 point from the previous year. Among the 4 prefectures in the Tokyo Area, the number of plus net-migrations increased in Saitama-ken only, compared with the previous year.
- In the Nagoya Area, the net-migration changed from plus to minus (4,537 persons in 2009). The rate of net-migration was 0.04% (in 2008 the rate of the plus net-migration was 0.12 %). Among the 3 prefectures in the Nagoya Area, the number of plus net-migrations decreased in Aichi-ken, while minus net-migrations increased in Mie-ken and Gifu-ken, compared with the previous year.
- The Osaka Area had a net-migration of minus 8,555 persons. The rate of net-migration was 0.05%. Compared with the previous year, the rate decreased 0.01 point. Among the 4 prefectures in the Osaka Area, the number of minus net-migrations decreased in Osaka-fu and Nara-ken, whereas minus net-migrations increased in Kyoto-fu and net-migrations in Hyogo-ken changed to plus, compared with the previous year.
