The objectives of the 2009 Economic Census for Business Frame are, by investigating the economic activity of establishments and enterprises, to identify the basic structure of establishments and enterprises (e.g. the number of persons engaged) of all industries on a national and regional level, and to obtain basic information for conducting various statistical surveys.
The Census is conducted as a fundamental statistical survey, in conformity with the provisions of the Statistics Act (Act No. 53 of 2007).
The Census covers all establishments and enterprises in Japan.
Due to the creation of new businesses and the development of information technology, a growing number of establishments and enterprises cannot be found by appearance (such as small-offices, home-offices (SOHOs)). Therefore, there may be cases in which enumerators cannot precisely grasp establishments and enterprises.
The Statistics Bureau will utilize the Commercial/Corporate Register data to precisely grasp establishments and enterprises, and compile accurate statistics.
There are two types of Questionnaire, Questionnaires I and II, each of which surveys the following items:

f. Type of business conducted
g. Form of business conducted
a. Legal organization
b. Amount of capital
c. Ratio of foreign equity
d. Timing(month) of the settlement of accounts
e. Holding company or not
f. Existence of parent company
g. Name of the parent company
h. Address and telephone number of the parent company
i. Existence and number of subsidiaries
j. Number of regular employees of whole enterprise
k. Type of main business of whole enterprise
l. Existence and number of branches
m. Name of the head office
n. Address and telephone number of the head office

(6) Name, telephone number and address of entrustee
The Census will be conducted as of July 1, 2009.
The Census covers all establishments and enterprises in Japan, and there are two types of Questionnaire, Questionnaires I and II.
Questionnaire I is for private establishments, and Questionnaire II is for public establishments. Each Questionnaire is conducted through the following channels:

The method of the Census is divided into 4 types, surveys by enumerators, surveys by central government, surveys by prefecture and surveys by municipal authority, in accordance with the size of the establishments and enterprises surveyed.
An enumerator visits each establishment, distributes Questionnaires, and collects them after they are filled in.
The establishment selects the method of response. Via the Internet, or the central government (prefecture or municipal authority) distributes Questionnaires (soft or hard copies) and collects them after they are filled in.
For municipal establishments, municipal mayors send and collect Questionnaire, whereas this is done by prefectural governors for prefectural establishments and the Minister for Internal Affairs and Communications for national establishments, through each Minister.
