Chapter 12 Transport

  This chapter contains statistics concerning transport. As for the data in this edition, there are significant changes in statistics concerning the former Japan National Railways (JNR) . Some of the statistical tables were discarded in response to its privatization and division into seven JR companies. Furthermore, due to changes in the definition, some statistics are no longer comparable. Hence, the data used in this report are derived primarily from the "Annual Statistical Report on Railway Transport" in which data in the former "Annual Statistical Report on Private Railway Corporations" and data issued by the former JNR are integrated.

Statistical Survey on Roads

  The Road Transport Bureau in the Ministry of Land, Infrastructure and Transport carries out the survey to illuminate the conditions of roads in the entire nation and systematically compiles statistics on annual investments in roads and other road-related aspects. As the only statistics concerning roads, the statistics are effectively used for enhancing road administration in the future such as comprehensive road development planning and management of road facilities.

  The survey is composed of Survey of Current Conditions of Road Facilities and Survey of Road Project Expenses. The topics of the former include the real length of roads by type, by width, by whether or not improved and by road surface, the number of solid crossing facilities, the area of roads and the numbers and lengths of bridges and tunnels. On the other hand, the topics of the latter include general road project expenses, road disaster relief project expenses, toll road project expenses, volume of general road projects, road revenues and total expenditure.

Statistical Survey on Motor Vehicle Transport (Designated Statistics No. 99)

  The Ministry of Land, Infrastructure and Transport conducts the survey in order to produce basic materials that are used for formulating Japan's economic policies, transport policies, economic plans and transport plans.

  The topics of the survey include type of car, main usage, passenger capacity, maximum loading capacity, mileage, type of fuel and its consumption, and details on transportation (such as transport routes, transport section, distance, commodity and weight).

Survey on Railway Transport

  The Ministry of Land, Infrastructure and Transport implements this monthly survey at railway companies, tramway (such as streetcars) and at cable-way companies to obtain basic data. The statistics are used for the execution of transport administration such as estimating the size of demand that is required for formulating general transport planning.

  The topics of the survey include passenger working-kilometers, the number of passengers, passenger-kilometer, revenues from carrying passengers, freight working-kilometer, the quantity of freight carried, freight ton-kilometer, revenues from carrying freight, train-kilometer, and car-kilometer.

Transport Census in Large Cities

  The Ministry of Land, Infrastructure and Transport conducts the factual survey on how mass-transport public carriers are used in the areas of the three megalopolises in Tokyo, Kinki and Chukyo. Its purpose is twofold. The first is to grasp the dynamics of usage. The second is to illuminate the relationship between distribution of population and volume of traffic and, at the same time, transitions in the structure of transport demand. The statistics compiled from collected data are used as basic materials for planning the development of public transport networks in a broader-region transportation area.

  The topics of the survey include the following characteristics concerning passengers. They are sex, age, type of commuting pass, person who pays for the commuting pass, address, place of work or schooling, days of the preceding week not commuted, means of transportation used for commuting or going to school, section, the name of the first station, whether or not a flexible time system is applied, time to go home, route of returning home, time to leave home and means of transportation.

Statistical Survey on Vessels and Seamen (Designated Statistics No. 28)

  This survey is conducted by the Ministry of Land, Infrastructure and Transport.

  The topics of the survey include the name of vessel, the number of vessel, navigation area, quality of a vessel, usage, ship's classification, tonnage, type of engine, speed, age of the vessel and the conditions of use.

Statistical Survey on Coastwise Vessel Transport (Designated Statistics No.103)

  The Ministry of Land, Infrastructure and Transport conducts the survey to illuminate the actual operation of vessels that sail within the territory of Japan to transport freight. Statistics compiled from collected data are used for formulating traffic policies and economic policies.

  The topics of the survey include the attributes and usage of vessel, section and distance the vessel has sailed, classification of freight, commodity transported, weight of freight transported, distance sailed, type of fuel and consumption of fuel.

Statistical Survey on Air Transport

  The Ministry of Land, Infrastructure and Transport implements multifaceted surveys to shed light on the actual conditions of air transportation business, business using air transportation and business using airplanes in order to obtain basic data for aviation administration.

  They cover a wide range of air transportation business - survey of airplane's operating time, survey of airplane operational performance, survey of domestic regular and irregular air transportation service, survey of international regular and irregular air transportation service, survey of transportation using domestic airlines, survey of transportation using international airlines and survey of enterprise using airplanes.

National Survey of Net Freight Circulation

  The Ministry of Land, Infrastructure and Transport conducts this survey to collect data on the shipping structure of freight and the pattern of origin/destinations (OD), thereby contributing to the formulation of effective transport facility improvement plans. The topics of the survey include the name of business establishment, address, number of employees, floor space, shipment, shipping or receipt of freight, type of freight, weight of freight, conditions of the use of transport facilities to ship freight, export/import by commodity, the name of facilities to be used for shipping or receipt of freight and weight ratio of shipping freight.

Index of Transport

  The Ministry of Land, Infrastructure and Transport has been computing transport index every month since 1971 to evaluate comprehensively the volume of transportation by various transport facilities. The scope covered by the index is related to the movements of people and commodities classified by the means of transportation - railway, automobile, ship and airplane. It excludes transportation services incidental to warehousing business, marine transport business and business to supply transport facilities.

Motor Vehicles Owned

  Statistics on this issue are derived from the report on the "Number of Owned Cars" which is issued monthly by the Ministry of Land, Infrastructure and Transport. The number is the total of the number of vehicles filed in the vehicle register according to the Road Transportation Vehicle Law and the numbers of small-sized two-wheeled vehicles and light cars that people may use on submitting notice.

Quarterly Statistical Report on Warehousing Services

  The Ministry of Land, Infrastructure and Transport summarizes the report. Statistics on public warehousing are stipulated in the Warehousing Law Enforcement Regulation based on the Public Warehousing Law. It is compiled using the month-end report of warehouse use, the report of monthly in-and-out volume and the month-end report of inventory submitted by warehouse companies via the director of a Regional Transport Bureau. Hence, the warehouse included in this report follows the definition framed by the Public Warehousing Law and does not include private warehouses.
