Lesson 3: Where do the census takers come from?

Census takers are obligated to keep your information confidential, so you can feel safe submitting the questionnaire to them.* The survey period for the 2010 Population Census has expired.Where do they come from? Why do they visit? What is a census taker?
Census takers are part-time government officials that are appointed by the Minister for Internal Affairs and Communications. Nationwide, approximately 700,000 census takers are taking part in census activities. Personnel involved in census taking, including census takers, are obligated by the Statistics Act to protect confidentiality. They are prohibited from divulging information they have gained as part of the census, and are subject to penal regulations if they violate this prohibition.

The role of the census takers
The job of the census takers is to survey, without omission and without duplication, the population and households in their designated area.
- They visit all of the households in their designated area, and distribute questionnaires to each household. - When it is time to submit the questionnaires, the census taker will visit all households again. They will confirm whether anyone has moved in or out of the household, and collect the questionnaires. They will also ask if there is anything you don't understand about filling in the questionnaire.

Three important points about the protection of personal information
(1) Census takers will never divulge information they have learned about your household to another person. (2) Census takers do not open envelopes submitted by households. Instead, they deliver the sealed envelopes to the municipality. (3) To guard against imposters, census takers wear a 'Census Taker Badge' that includes a photograph of their face.

The Population Census is a census of all the people and households living in Japan. The census results comprise valuable data that is put to use in a variety of fields related to our daily lives, such as child welfare, nursing and medical care for the elderly, and employment measures for young people.
