Purpose: To ascertain the nation’s manufacturing industry to obtain basic data to determine industrial policy.

Contents: According to the 2003 Census of Manufactures, the number of establishments in the manufacturing industry was 505,000, a decrease of 13.9% from 2000.  The downward trend has been continuing since the number peaked in 1983.  The number of employees in the manufacturing sector was 8,660,000, down 9.7% from 2000, and has been decreasing steadily since 1993.  The value of shipments of manufactured goods was 276 trillion yen, a decrease of 7.5% from 2000, and has been decreasing steadily since 1993. The value added produced was 100 trillion yen, down 8.3% from 2000 (the figures are based on complete surveys after adjusting for revisions of industrial classification).

Reference dates:1909, 1914, 1919, and every year since 1920.  Note, however, in the calendar years after 1981 and ending with 0, 3, 5, and 8, all establishments are covered by the survey, while in other calendar years, only establishments with 4 or more employees are covered by the survey.

Survey frequency and date (or period): Frequency: Annually. Survey date: As of on the 31 of December.

Survey method: Area covered: Nation.  Unit: Establishments in the manufacturing industry classified as Section F under the Japan Standard Industrial Classification, excluding state establishments.  Survey method: Enumerator survey (self-entry).

By industry: Number of establishments, number of persons engaged, total cash earnings, value of manufactured goods shipment, and value added.
By prefecture: Number of establishments, number of persons engaged, total cash earnings,  value of manufactured goods shipments, etc., value added, value of tangible fixed assets

Name and date of publication and survey methods: "The Preliminary Report of Census of Manufactures" is published about 9 months after the survey. About 13 months after the survey, an "The Final Report Tables of Census of Manufactures" is also published sequentially from "Industries" (an outline edition) (in the form of publications, electronic media, etc.).

Language: Only "Cautionary notes on use," and statistical tables are in Japanese and English.

Purpose: To identify the changing trends in mining and manufacturing industries per month, chiefly through items centering around the production of iron and steel commodities and machinery.

Contents: Commodities covered by this survey are selected in order of production value so as to ensure about 85% coverage per every 2-digit industry classified under the Standard Industrial Classification for Japan (JSIC).  In addition, the survey covers as many as 2,000 items necessary for technical or classification reasons, as well as those produced by local industries.  The survey data are aggregated into and released as "Statistics on Iron and Steel, Non-ferrous Metals and Metal Products," "Statistics on the Chemical Industry," "Statistics on Ceramics and Building Materials," "Statistics on Machinery," "Statistics on Textiles and Livingware," and "Statistics on Paper, Printed, Plastics and Rubber Products," and "Statistics on Natural Resources and Energy"

Survey frequency and date (or period): Frequency: Monthly. Survey date: On the 10th and the 15th of every month.

Survey method: Area covered: Nation. Unit: Establishment (part of enterprises). Survey method: By mail, enumerator, and online survey (self-entry).

Tabulation items: Volume of production, receipt, consumption, shipment, and sales, sales  value, inventory, consumption of raw materials, inventory of raw materials, number of regular employees at the end of a month, the total number of actual employees in a month, production index, producer’s shipment indices, rates of producers’ inventory, production capacity indices, etc.

Name and date of publication: The following are made public on the 25th of every month by the Research Institute of Economy, Trade and Industry: "The Economic and Industrial Statistics",  "The Chemical Industries Statistics Monthly", "The Monthly Report of Statistics on Natural Resources and Energy" and "Monthly Report of Statistics on Machinery".  The following are made public on the 25th of every month by the Economy, Trade and Industry Statistics Association: "The Paper, Printed, Plastics and Rubber Products Statistics Monthly" ,"The Ceramics and Building Materials Statistics Monthly", "The Iron, Steel, Non-ferrous Metals and Metal Products Statistics Monthly" and "The Textiles and Livingware Statistics Monthly". The annual reports are published by the respective organizations in June – July every year.

Purpose: The index of industrial production (value-added weight) shows the trends in the overall levels of mining and manufacturing production activity. It forms the centerpiece of the mining and manufacturing indices. It is a crucial index, which, through observation, allow us to understand Japan's trends in production activity and the economy. The other index of production is the index of industrial production (production-value weights). That is prepared for observation, in a consistent manner, of trends in mining and manufacturing products, relating them to shipments, inventories, and other indices. Yet since there are actually no major differences in the trends shown by those two indices of production, the value-added weight index is ordinarily used as the production index.

The index of producer’s shipments reveals the state of transactions (factory shipments) at the level of the producer of mining and manufacturing products, allowing observation of demand trends based on that index. Normally, the word "producer" is eliminated, and it is simply called the "shipment index".

The index of producer’s inventory shows the state of product inventories remaining with the producer.  It is a crucial index for assessing the production activities from the aspect of the inventory cycle.  It is normally referred to as the "inventory index".

The index of inventory ratio provides a direct view of supply and demand trends for mining and industrial products through observations linking shipment and inventory trends. This index is sensitive to rise in inventory as demand drops and shipments decline. Therefore, it is extremely important as a leading economic indicator. It is normally referred to as the "inventory ratio index".

Precautions for Use: When the indices are published for February or March of each year, the raw indices are finalized by taking into account corrections in the basic data for January - December of the previous year. In addition, the seasonal indices are updated, to obtain seasonally adjusted indices. This process is called "annual correction". For this reason, the most recent publicly available data must be used.

Please note that although the term "industry classification" is used, it is more accurate to say that the classification is by groupings of products. Therefore it is not, strictly speaking, a classification by industry.

Overview of the system for the indices:
The Indices of Industrial Production express overall productive activity. That is, they reveal production, demand for the products produced, and the equipment needed for production and its operating rates, all as an organic system (see the figures on the next page).

Base period and weight reference period: Period of one year during 2000

Items covered: The line items covered by the indices of industrial production are mainly taken from the METI Current Survey of Production. The total number of the mining and manufacturing industry items covered in the current production and shipment indices is 521. And 464 of these items are selected from the 465 items under METI jurisdiction and used in the Current Survey of Production. As for the 56 items not under METI jurisdiction, data are obtained from other government ministries, agencies and industry organizations.
For the purposes of the inventory index, there are items for which inventories are not available, such as products produced only in response to orders. There are also items whose figures cannot be obtained since their inventories are extremely difficult to determine. Thus, the number of items covered in the index of inventory ratio is 375. Additionally, the number of items used in the inventory rate index is 349. That excludes those in the inventory index that have major seasonal variations in shipment volumes, and those with high ratios of consumption of their own.

Form and dates of publication: The preliminary report entitled Indices of Industrial Production (Preliminary Report): End of the following month. The final report entitled Indices of Industrial Production (Revised Report): middle of the second month after the survey month. These two Reports are also made available on the Internet. The annual report entitled Yearbook of Indices of Industrial Production, containing annual corrections, is published as printed matter in June of the following year.

Purpose: The index of operating ratio expresses the state of operations for various facilities in the manufacturing industry. The index of production capacity indicates production capacity when the various facilities are at full operations. Both indices are important because of their relationship to the overall economy and corporate capital investment trends.

Precautions for Use: Since the index of operating ratio indicates the real rate of operations for the base year (2000) set at 100.0, the figure may exceed 100.0, depending upon the operating situation.

When the indices are published for February or March of each year, the basic data for January - December of the previous year are corrected. Based on these corrections, the raw indices are finalized. Moreover, the seasonal indices are updated to obtain the seasonally adjusted indices.  This process is called "annual correction". For this reason, the most recent publicly available data must be used.
